Materials Engineering SupervisorThe incumbent will work under the direction of a Central Testing Laboratory section head (Salary 27). This position combines supervision, materials engineering and quality assurance of materials responsibilities. This position may include, but is not limited to the performance of the following duties:Management of programs related to materials engineering, quality assurance, materials, and laboratory management.Supervision of staff ranging from an Engineering Technician to an Assistant Engineer.Progress and manage evaluations for general/special use materials.Provide construction support related to proper materials use.Provide support for design considerations of materials applications.Promote Quality Assurance (QA) activities through materials sampling, managing testing, and monitoring of materials during routine use.Provide Technology Transfer (T2) related to proper materials use, training and research evaluation reporting.Maintain/gather knowledge related to innovative materials practices.Serve as liaison to stakeholders for specific materials and applications.Support special lab assignments, like safety officer, lab accreditation, or operations manager.Other duties, as required.Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Promotional: One year of permanent competitive or 55b/55c service as a Senior Engineering Materials Analyst, Senior Engineering Materials Chemist, Assistant Engineer (Civil/Transportation), or Assistant Geologist.Open Competitive: Seven years of experience in engineering or applied chemistry of which five years shall have involved responsible charge of engineering materials work including laboratory testing, design, field sampling and control, and construction inspection.Or Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Or If there are three or fewer qualified candidates interested in appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Transportation and have one year of permanent competitive service as a Senior Engineering Materials Analyst, Senior Engineering Materials Chemist, Assistant Engineer (Civil/Transportation), or Assistant Geologist.Additional Information *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
