Business Development And Proposal SpecialistTBS seeks a full-time Business Development and Proposal Specialist to support the complete federal business development lifecycle. The ideal candidate will drive opportunity identification, capture planning, and proposal development for federal contracts (e.g., training, professional services, research support).Key Responsibilities:Identify and qualify federal contract opportunities via platforms such as SAM.gov, GovWin, GSA eBuy, and SeaPort NxGLead capture efforts, including competitor analysis, teaming outreach, and win strategy developmentManage opportunity pipeline and BD tracking toolsRespond to Sources Sought, RFIs, and other market research noticesDevelop relationships with potential teaming partners and subcontractorsWrite and assemble compliant, compelling federal proposalsCollaborate with executive leadership on BD strategy and prioritiesQualifications (Required):Minimum 3 years of experience writing federal proposals for professional servicesStrong knowledge of the federal acquisition lifecycle and government contracting practicesProficiency using opportunity platforms (SAM.gov, GovWin, etc.)Familiarity with IDIQs, BPAs, and task order proposal responsesStrong writing, editing, and organization skillsAbility to work independently in on-site environmentPreferred Qualifications:Experience with GSA MAS proposalsFamiliarity with Shipley or similar proposal methodologiesAPMP certification
