Position Description

**This position is restricted to current City of Minneapolis IT employees**

The position leads and manages the technical operations of their area of expertise. This position is responsible for developing and implementing the technical strategy, supervising technical staff, overseeing technical projects and programs, and ensuring the technology is used effectively. The position needs to ensure that the area is aligned with the City‘s overall strategic goals and objectives.

  1. Develop and implement technical strategies across a functional team: This position is responsible for developing and implementing technological systems that support the overall goals of the IT department. This includes researching new technologies, evaluating their potential impact, and making recommendations to the senior leadership team.
  2. Manage and mentor IT Staff: This position is responsible for managing and mentoring IT staff, including hiring, training, and performance management. This involves setting performance standards, providing feedback, and coaching employees to ensure they have the necessary skills and knowledge to perform their job effectively.
  3. Build and maintain enterprise-wide relationships: This position is expected to build and maintain relationships with key stakeholders around the enterprise. This involves effective communication, negotiation, and collaboration skills.
  4. Manage technology projects: This position manages IT projects from conception to completion. This involves developing project plans, setting timelines, assigning tasks, and overseeing project teams.
  5. Develop standards for a functional area: This position is responsible for developing standards for the technical team. This could include complying with relevant regulations, cybersecurity requirements, and best practices.
  6. Manage IT operations for a functional team: This position is responsible for overseeing the team‘s day-to-day operations. This involves managing IT staff, ensuring the smooth running of IT systems, and providing technical support to employees.
  7. Develop project and lifecycle budgets: This position is expected to develop and create budgets related to their area of expertise. This includes ongoing lifecycle upgrades and new investments. It would consist of one-time and ongoing cost estimates, including resource allocation of existing staff.
  8. Provide technical expertise: This position is expected to have high technical knowledge and expertise. They will be required to provide technical guidance and support to team members and others in the IT department or the City Enterprise as appropriate.
  9. Ensure compliance with security standards: This position ensures the security and privacy of the City‘s IT systems and data. This may involve implementing security protocols and procedures and ensuring compliance with relevant cybersecurity standards.

Required Qualifications

Minimum Education:

Bachelor‘s degree in information technology or equivalent.

Minimum Experience:

Requires seven years of related experience.

LICENSES/CERTIFICATIONS:

None.

Selection Process

The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire in two months after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate‘s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

  1. Deep technical knowledge in a specific field of 911 systems
  2. Strategic thinking: experience in developing and implementing technical strategies that support the organization‘s larger goals.
  3. Leadership and Management: experience leading technical teams, developing and mentoring more junior team members.
  4. Communication and Collaboration: excellent communicator at different levels of the organization and across teams and disciplines inside and outside IT.
  5. Understands public safety operations and systems used within 9-1-1 and Public Safety partners
  6. Ensures security best practices are deployed on all public safety systems
  7. Understands the flow of information between related systems and ensures specifications for integration between systems are designed and built accurately
