Property & Acquisition Specialist 4The Washington State Department of Transportation (WSDOT) is a multimodal agency with a global reputation for excellence. In addition to maintaining over 20,000 lane miles of state highway and 4,100 bridges, WSDOT manages the world's longest floating bridge, leads an award-winning Active Transportation Plan, holds the record for the world's widest tunneling project, and operates the largest ferry system in the nationWSDOT is currently seeking a Property & Acquisition Specialist 4 to join the Northwest Region's Real Estate Services (RES) team. This position plays a key role in managing and safeguarding the agency's real property assets, ensuring that land, buildings, leases, and rights of way are efficiently utilized and maintained to support safe and timely delivery of transportation projects. The Specialist will perform complex property management functions and contribute to policy development, valuation, acquisition, and relocation activities. This role is essential to advancing WSDOT's mission to provide safe, reliable, and cost-effective transportation options that strengthen communities and economic vitality across Washington State.Among the varied range of responsibilities held within this role, the Property & Acquisition Specialist 4 will:Prepare and process leases, disposal applications, encroachments, and right of entries, ensuring accuracy and compliance with agency standards.Draft and review complex and non-complex property management documents for final approval by the Attorney General's Office and department staff.Consult with the Attorney General's Office, FHWA, and HQ staff to ensure adherence to State and Federal real estate policies.Maintain property management records, parcel diaries, and database entries in IRIS and related tracking systems.Provide technical guidance, policy interpretation, and training support to Property Management staff and consultants.Research property ownership, right of way documentation, and related evidence to support leasing, disposal, and encroachment resolutions.Inspect WSDOT properties to assess conditions, document findings, and identify risks or maintenance needs.Support process improvements and perform additional tasks as assigned to advance Property Management goals.To be considered for this opportunity, the following are required:Technical Knowledge: Understanding of real estate principles, property management, leases, and rights-of-way; knowledge of applicable laws, regulations, and policies including RCWs, WACs, and eCFR; ability to interpret property documents such as deeds, plans, and legal agreements.Analytical and Problem-Solving Skills: Ability to research property ownership, analyze documentation, resolve complex property issues, and evaluate site conditions to identify hazards or risks.Communication Skills: Strong written and verbal communication skills for preparing reports, legal documents, and correspondence; ability to advise staff, coordinate with stakeholders, and deliver training effectively. Ability to perform work in public access areas, engage in public interaction, and maintain good public relations.Organizational Skills: Ability to manage multiple property records, documents, inspections, and deadlines simultaneously; maintain accurate records and databases to track property and financial information.Technical and Computer Skills: Proficiency with databases, GIS/mapping tools, and Microsoft Office Suite; ability to create reports and track progress using agency systems such as IRIS.Growth Mindset: Actively demonstrates a commitment to learning and growth.Service-Oriented: Takes action to meet the needs of others.In addition to the above, the following are also required:A valid driver's license and the ability to operate state-owned vehicles.Ability to traverse rough, steep, and uneven terrain.It is preferred that qualified candidates also have:Real Estate or Public Sector Experience: Experience with state or federal property management processes; familiarity with transportation-related property issues, encroachments, and land disposals.Project Coordination: Experience coordinating across multiple internal teams (engineering, legal, finance) and external stakeholders.Training and Mentoring: Experience developing and delivering training programs for staff or consultants. Process Improvement Skills: Ability to identify inefficiencies and implement improved procedures or tools.Field Experience: Experience conducting site inspections and evaluating property conditions, including potential environmental or structural hazards.This recruitment may also be used to fill additional positions per business needs. This position offers flexible/hybrid remote work options. The salary listed includes the legislative approved 5% salary premium for positions in King County. In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
