Job Title: Manager, Behavioral Health FLSA Status: Exempt Grade: N/A Department: Medical Services/Behavioral Health Title of Supervisor: Director, Behavioral Health Services Date: 4/2023 Position Summary The Manager, Behavioral Health is responsible for the clinical and administrative supervision of behavioral health consultants including administrative duties related to overall team management. Under the supervision of the Director of Behavioral health, the manager is responsible for the operational development and management of an integrated behavioral health service that includes attention to mental health, substance use, social determinants and optimizing opportunities for patient and systems change. This position provides direct care to patients including screening, assessing, and treating mental health and substance use disorders and providing care coordination and referral. The Manager, Behavioral Health acts as an advocate and thought leader in the ongoing development of integrated, patient centered, trauma informed behavioral health in an FQHC medical home setting. Core Job Responsibilities • Perform supervisory function to Master's level Behavioral Health Consultants including, but not limited to, individual clinical supervision; administrative supervision; internal consultation related to direct service; hiring and training staff; clinical competency and productivity review; and EMR review. • Perform administrative duties related to supervisory function including, but not limited to, staff scheduling; expense/timecard review; implementation of disciplinary action; implementation of organization/department policy. • Work with the Director, Behavioral Health Services in the ongoing growth, implementation, and management of the integrated behavioral health service line through program and quality development in areas including, but not limited to, Best Practice tools and protocols; MAT and other SUD services; social determinants of health; shared decision making; behavioral health care coordination; Behavioral Health HEDIS measures. • Work as primary care team member with medical providers delivering behavioral health screening, assessment, treatment, care coordination and referrals to patients using an integrated, patient centered, trauma informed, treatment to target model. • Identify community resources and establish and foster mutually beneficial relationships with resources in order to establish comprehensive patient care. • Know and follow TJC, PCMH, HEDIS and other regulatory and best practice guidelines in clinical, supervisory, and program development work. • Know and follow ACCESS clinical and administrative policies and protocols and follows them in all clinical and administrative supervision including the practice of Just Culture in any corrective action taken. • Apply and teach behavioral health best practice screening, assessment and interventions with consideration to patient functioning and outcome assessment. • Incorporate quality improvement principles and techniques to the job through a patient focused lens. • Utilize Just Culture Principles in addressing deficiencies in team member performance. • Attend and participate in health center, regional, departmental, quality and other ACCESS meetings as required. • Perform other duties as assigned. Requirements/Preferences • Master's Degree from an accredited school of Social Work or Master's Degree from an accredited Counseling/Psychology program or Doctorate Degree from an accredited Psychology program is required. • Licensure by the State of Illinois as a Licensed Clinical Social Worker, Licensed Clinical Professional Counselor or Psychology Doctor is required. • Minimum five (5) years of post-Master's/Doctorate degree experience in management and direct clinical practice. • Skilled in mentoring, supervising, and coaching clinical practice development. • Intermediate proficiency in Microsoft Office Suite required • Intermediate proficiency with EHR required, Epic preferred Competencies/Behaviors • Communication - Strong written, oral, and presentation skills; ability to share information that aligns with audience needs • Time and priority management able to multitask and work in a fast-paced environment, respect for deadlines • Leadership -ability to drive key performance metrics, guides individuals and teams toward desired outcomes, set high performance standards and deliver leading quality service • Emotional Intelligence - exhibits confidence, empathy and respect when communicating with customers (patients), leadership and staff • Collaborative - ability to work with and engage stakeholders, inclusive relationship management style • Cultural competency - experience and ability to work in a multi-cultural environment; shows respect and openness towards individuals whose social and cultural background is different from one's own. • Coaching and feedback - able to share corrective and developmental instruction in a constructive motivational way Working Conditions/Equipment • Health Center environment • Local travel between health centers, hospitals, and home/community visits is required; mode of transportation required, if personal vehicle is employed, a current driver's license and proof of insurance is required • Remote working options; must have a suitable and secure remote working environment • Ability to sit for up to 4 hours at a time • Ability to stand for up to 2 hours at a time • Computer/laptop • Phone/Fax/Copier/Scanner EMPLOYEE EXPECTATIONS Following are guidelines of expectations for all employees of this organization. Maintain and promote the philosophy of the organization. ACCESS is a Network of Federally Qualified Health Centers treating patients on the frontlines of community-based health care. Depending on position applied/being recruited for, candidates may be required to be vaccinated against communicable diseases and provide supporting documentation proving that they are properly vaccinated, or apply for religious and/or medical vaccination exemption as a part of the application process. The pay range provided for this role represent the minimum to max range for this position. Actual compensation varies and will be determined based on a combination of factors including years of experience, educational background, market conditions, and available grant funding.
