Civil Engineer (Project Manager)

The Civil Engineer (Project Manager) with the City of Concord, NH has a significant impact in supporting the city‘s capital improvement and development projects. From water, wastewater, and stormwater infrastructure to complete streets design, bridges, and culverts. To oversight of private land development projects and greenspace, recreational trails, and stream restorations.

This project management position offers the opportunity to have your hands on a diverse range of projects supporting your continued growth and experience as a well-rounded civil engineer. The community of Concord, NH has a long history of supporting new community development trends and techniques such as traffic calming and multimodal best practices while ensuring a variety of greenspace trails and recreational opportunities and economic driving commercial space, new housing, and living spaces. The Engineering Division of the Community Development Department utilizes innovative and environmentally sensitive design and construction practices to build the community infrastructure to support the community needs and future vision.

New Hampshire‘s first ‘Bicycle Friendly Community‘ by the League of American Bicyclists in 2010. The Downtown Complete Streets Improvement Project:

A transformation of Main Street, making it a destination for residents, shoppers, and tourists. The goal of this project was to create a ‘Complete Street‘ by making Main Street more attractive with enhanced landscaping and streetscape features, improved accessibility for all users, improved safety through traffic calming, and improved pedestrian and bicycle accommodation, all while maintaining its historic character.

Sewalls Falls Bridge Replacement Project:

Replacement of a single lane, historic, 100-year-old bridge across the Merrimack River. The bridge is a critical piece of infrastructure which provides east-west connectivity for the community. In addition to its age, the original structure was designed by a preeminent engineer and former Mayor of Concord.

Recognizing its historic significance, portions of the original bridge were salvaged, restored, and transformed into the centerpiece of a new park.

100% Powered by Renewable Energy

In 2018 the Concord City Council unanimously adopted a resolution supporting the goal of 100% renewable energy in all elements of City operations.

‘It is the goal of the City of Concord that 100% of electricity consumed in the City will come from renewable energy sources by 2030, 100% of thermal energy (heating and cooling) consumed in the City will come from renewable sources by 2050, and 100% of transportation used in the City will be clean transportation by 2050. This goal will apply to the entire Concord community, not just municipal government operations.‘

Upcoming Projects:

Interstate 93 ‘Bow-Concord‘ Widening Project - $250M+ widening of Interstate 93 from I-89 through I-393 in Concord. Includes some off-site improvements which will be completed by NHDOT in partnership with the City. Includes pending ‘Bridge Park‘ study to explore the concept of an elevated bridge park or other pedestrian amenity to connect Downtown Concord to the Merrimack River and potentially Heights Neighborhood, the new Storrs Street North Extension.

Loudon Road Bridge Renovation Project - $25M re-decking and widening of highly travelled municipal bridge over the Merrimack River. Includes addition of 10‘ shared path to support Merrimack River Greenway Trail.

Merrimack River Greenway Trail - Regional, multimodal pathway connecting Massachusetts to Vermont. Includes 12+/- miles of trail located in Concord. Portions of the trail are currently in development. The City is currently working with NHDOT and CSX Railways to acquire 6.5 miles of abandoned railway to complete the trail through Concord.

Monitor Way Development Project - Private, mixed-use project set on 135+/- acre greenfield site near Exit 17 on Interstate 93. The Developer has approached the City with request for a potential public-private partnership to support the project.

Steeplegate Mall Redevelopment Project - Private redevelopment of 580,000SF shopping mall set on 50 acres in the heart of the City‘s ‘Heights Business District‘ into mixed-use development project.

Airport Terminal Project - Design, permitting, and construction of new terminal building to support Concord Municipal Airport, a City owned general aviation facility home to 100 based aircraft featuring 2 runways (6,005‘ and 3,200‘ respectively)

McKee Square Intersection Improvement - The McKee Square project proposes a modern roundabout to significantly improve a confusing and dangerous crossroads in the community that serves both regional and local traffic and would also dramatically improve safety for children walking to and from nearby Abbott-Downing Elementary and Rundlett Middle Schools. The design will incorporate a complete streets approach to solving issues for multiple modes of transportation, including bicycle and pedestrian, as well as an adjacent fire station.

Sewer Collection System Improvements on the Heights - $25M in sewer infrastructure improvements to increase capacity in the Heights neighborhood, including a replacement sewer pump station, 3,300 LF of replacement force main, and 4,600 LF of replacement gravity sewer main.

Merrimack and Contoocook River Restoration - Riverbank stabilization and restoration projects to remediate the effects of erosion to be conducted in coordination with NHDES and the Army Corps of Engineers.



COMPENSATION & BENEFITS
  • Annual Salary: $75,608.00 to $100,000 DOQ

Examples of Duties

  • Performs technical reviews for proposed construction work on private development projects, including evaluation of streets, sewer, water, drainage, fences, sidewalks, curbing, gutters, and various other improvement projects to ensure compliance with city policies, standards, regulations, and ordinances.
  • Coordinates activities between developers, contractors, utility companies, federal, state, and local officials as they relate to managing and coordinating all phases of municipal projects; coordinates public and private development projects simultaneously.
  • Interprets construction plans and right-of-way plans for the public; explains how the project will affect individual property using plan, roadway and driveway profile, and cross-section.
  • Prepare plans, specifications, and estimates for proposed public infrastructure improvements.
  • Review construction estimates to ensure adequate financial security from private developers; follow up with developers to be sure financial guarantees are in place.
  • Administers and coordinates necessary inspection and testing services for all categories of public and private engineering projects to ensure compliance with standards, proper construction methods, and regulations.
  • Makes regular field visits to verify that construction is being completed per approved plans; attends construction meetings as required; discusses project progress with field inspectors assigned to the project.

Typical Qualifications

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor‘s degree from a four-year college or university in Civil Engineering or a related field and four (4) years of progressively responsible related experience, or any combination of education, training and experience which provides the required knowledge, skills and abilities required for the job.

Licenses and Certifications:

Engineer in Training Certificate required; NH Professional Engineering License preferred. Valid state driver‘s license.
