Job purpose


The Estimator (Level I) is an mid-level position within the estimating department. This role aims to educate, train, and develop the candidate for long-term growth and success within the company, while also supporting the individual's career advancement. The Estimator will undertake essential duties to meet the department's requirements, ensuring the preparation of qualified and responsible offers. Responsibilities include analysis, development, estimating, and proposal preparation in response to various solicitations (e.g., Sources Sought, RFQs, RFPs) and unsolicited solicitations, supporting the company's objectives. While the primary focus is on estimating for Federal pursuits, the role may also involve supporting estimates for Terra’s heavy civil pursuits.


Duties and responsibilities


  • Assisting in reviewing, analyzing, and interpreting Contract Documents (specifications, drawings, and reference information) to develop detailed cost estimates for building and heavy civil construction projects.
  • Performing accurate quantity takeoffs under supervision.
  • Identifying bid qualifications, risks, and assumptions along with quantities and pricing, with guidance.
  • Ensuring estimates and proposals align with company practices and standards.
  • Participating in estimate reviews and presentations to department leads.
  • Supporting the development and maintenance of relationships with subcontractors and suppliers during the pre-bid process, including solicitation of bids and constructability input.
  • Assisting in managing comparisons between self-perform estimates and subcontractor quotes.
  • Analyzing Subcontractor and Material Quotes for responsiveness to the Estimate and Project requirements, under supervision.
  • Assisting with prequalification and proposal functions.
  • Supporting the preparation of value engineering solutions, including cost, schedule, and Owner benefits.
  • Assisting in preparing responses to Request for Qualifications (RFQ's) and Request for Proposals (RFP's).
  • Providing rough order of magnitude (ROM) estimates and phasing schedules, with guidance.
  • Researching RFPs, Statement of Work (SOW), and other proposal documents necessary to develop complete, competitive cost proposals in accordance with Federal and FAR criteria.
  • Employing a variety of estimating methods to present accurate costing factors for labor, material, equipment, tools, vehicles, and related requirements, with support.
  • Analyzing solicitation requirements to provide accurate costing data and factors to determine labor, material, equipment, tools, and vehicles requirements for cost proposals, under supervision.
  • Assisting in developing estimate timelines and schedules of internal and external cost/price deliverables.
  • Working with Executives to understand the strategic approach and solution definition for assigned projects.
  • Assisting in generating and organizing final cost proposal deliverables for submission.
  • Participating in cost reviews for assigned projects.
  • Supporting Estimators and others in basis of estimate development and other estimating strategies as required.
  • Performing related work as assigned.
  • Traveling to work sites as required for site visits and start-up support, under supervision.


Qualifications


Qualifications include:

  • Bachelor’s degree from an accredited college/university or equivalent experience.
  • 2-5 year's of construction estimating experience
  • Basic knowledge of, and interest in, government and commercial contracting requirements.
  • Strong written and oral communication skills.
  • Proficiency with Microsoft Office (Outlook, Word, Excel).
  • Familiarity with Adobe, Bluebeam, or similar PDF software.
  • Exposure to or basic understanding of estimating software (e.g., Heavy Bid, Timberline) is preferred.
  • Familiarity with bid distribution software (e.g., Building Connected) is a plus.
  • Ability to work collaboratively as part of a team with guidance.
  • High attention to detail.
  • Customer-focused mindset.
  • Ability to handle pressure and meet deadlines.
  • Strong organizational skills.
  • Ability to manage multiple tasks and assist in concurrent proposal deliveries under supervision.


Working conditions


The working conditions will primarily be in an office setting. The candidate may be required to perform site visits, attend meetings, or perform duties outside of the office. Site visits may necessitate the individual being outdoors for extended periods. Site conditions may involve exposure to mud, rugged terrain, or the need to use specialized access equipment. The candidate should be prepared for varying weather conditions and the physical demands associated with site visits.


Physical requirements


The physical requirements associated with this position are limited. They may include moving boxes, files, and carrying boxes of copier paper, as well as general office material movement. Repetitive tasks include sitting, standing, typing, note-taking, and assembling proposal binders. The candidate should be able to handle these tasks comfortably and efficiently.
