Description

To perform a variety of systems analysis and programming duties in the development, implementation and support of information systems; and to analyze user information system needs and provide recommendations. This is a deep class in which incumbents shall be assigned to any level, provided they possess the required education, experience and/or certification for the class to which they are to be assigned. Incumbents shall be advanced to a higher level classification upon successful completion of the qualifications necessary for the higher class. DISTINGUISHING CHARACTERISTICS This is the entry level class in the Programmer Analyst series. This class is distinguished from the Programmer Analyst II by the performance of the more routine tasks and duties assigned to positions within the series including analyzing user needs. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. SUPERVISION RECEIVED AND EXERCISED Receives immediate supervision from an assigned supervisor.
Responsibilities and Duties

  1. Perform systems analysis in the development, implementation and support of information systems.
  2. Analyze user information system needs; recommend solutions and appropriate technology to meet client needs.
  3. Design and program application systems using the District standard application development tools and procedures; participate in District-wide projects as a team member.
  4. Provide ongoing technical support to users of several software programs and hardware components.
  5. Document the functionality and requirements of automated information systems; create user guides and manuals for system users; assist in training users as needed.
  6. Assist in the preparation of presentations for information systems projects to a variety of internal and external committees.
  7. Coordinate with vendors the purchase of information systems equipment and software.
  8. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of information systems.
  9. Perform related duties and responsibilities as required.

Qualifications

Knowledge of:
  • Basic characteristics of various computer programs, networks, software packages and programming languages.
  • Basic computer programming, structured programming methodology, and object-oriented programming procedures and techniques
  • Understanding of personal computers, software, application development environment, tools, and file maintenance.
  • Basic principles and practices of computer science and information systems.
  • Basic principles and practices of software troubleshooting.
  • Basic principles and practices of information systems programming.
  • Methods and techniques of providing user assistance.
Ability to:
  • Perform routine systems analysis duties.
  • Troubleshoot various software problems.
  • Analyze, define problems, and devise solutions as well as prepare detailed written instructions and documentation.
  • Learn operational characteristics of a variety of computer platforms and operating systems.
  • Learn methods and techniques used in the installation, trouble shooting and maintenance of information systems.
  • Learn to monitor, maintain and administer a variety of network operating systems.
  • Learn to design, implement and maintain information systems and supporting hardware and software applications.
  • Understand and follow oral and written instructions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships..
  • Sensitivity to and understanding of, the diverse academic, socioeconomic, cultural, linguistic, ethnic backgrounds and disabilities of community college students and staff.
  • Sit for prolonged periods of time; extensive use of a computer keyboard.
Education and Experience Requirements An Associate‘s degree from an accredited college or university with major course work in computer science, information systems, or a related field. In addition, one year of information systems internship or work experience is required. OR A Bachelor‘s degree from an accredited college or university with major course work in computer science, information systems, or a related field. In addition, one year of information systems analysis experience is desired, but not required.
