The duties involve providing overall leadership, direction, and guidance for the development and operational activities regarding the County's computerized information systems and telecommunications in compliance with County goals and business objectives.Examples of Knowledge and AbilitiesKnowledge Of:Principles and practices of management and organizational theory, including planning, organizational design, business finance, business development, project management, and organizational effectivenessPrinciples and practices of supervision, discipline, leadership, mentoring, and trainingApplicable federal, state, and local laws, codes and regulationsOperational characteristics, services, and activities of assigned programs and functionsOffice procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignmentEnglish usage, spelling, grammar, and punctuationPrinciples and practices of public administration as it relates to the management of computer systems operation and support, local and wide area data communications and a variety of telecommunications systemsPrinciples of advanced computer technology and platforms and systems development life cyclesPrinciples and techniques of software and systems quality assurance and controlPrinciples and practices of technical problem solvingPrinciples of business system applications and computer data processingAbility To:Select, supervise, train, and evaluate staffPlan, coordinate, assign, and review the work of subordinate staffInvestigate and resolve disciplinary issuesWork independently, prioritize work, coordinate activities and meet critical deadlinesDevelop, monitor, and interpret budgets and other financial documentsPlan, manage, and complete complex work assignmentsDevelop and maintain cooperative, effective working relationships with othersCommunicate clearly and concisely, both verbally and in writingInterpret and apply applicable federal, state, and local laws, codes and regulationsApply customer services skills, including the identification of customer needs and follow up to ensure customer commitments have been metGain cooperation through discussion and persuasionInterpret and summarize a variety of dataExercise discretion and maintain confidentiality of informationDirect, coordinate, and manage IT related activitiesRecognize and analyze problems, develop recommendations and alternative solutions, project consequences of proposed actions, and oversee corrections in support of goalsRead and comprehend technical reports to understand trends or areas for improvementUnderstand highly complex IT systems and issuesEmployment QualificationsMinimum Qualifications: A Bachelor's Degree from an accredited college or university in computer science, information systems, business administration, public administration, or other closely related field; AND Three years of full-time paid experience at a management level that includes managing, planning, organizing, directing, supervising, and coordinating the work of one or more major functional units of enterprise, client/server or desktop network and systems organization. This experience must include responsibility for budget development, oversight, and control. Note: Additional qualifying full-time paid experience as described above may substitute for the Bachelor's Degree on year-for-year basis. Note: If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.
