In addition to traditional municipal departments, Rocky Mount is a member of ElectricCities, has a fixed route transit system, museum and theater. The city also boasts the Rocky Mount Event Center, which has received a Convention South Reader's Choice award.The Manager will be responsible for managing the City's public transport system. To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the primary job functions herein described.This individual manages and directs the public transportation service for the city and two-county area, ensuring funding, personnel, and equipment are adequate. Plans and designs routes and schedules that meet the needs of the area population. Develops plans for increasing ridership. Develops annual operating and capital budgets. Develops grant applications and administers related funds. Prepares grant funding reimbursement requests quarterly. Provides oversight for the preventive maintenance program. Reports quarterly operational and financial data to the governing board and the North Carolina Department of Transportation (NCDOT). Performs other related duties as assigned.Education and Experience: A Bachelor's degree in in a course of study related to the occupational field and four (4) years' experience in a related field of work. This individual has knowledge of accounting and financial concepts, state and federal funding guidelines, vehicle depreciation concepts, as well as knowledge of general vehicle maintenance, service area and passenger demand. The individual should have skills in the supervision of personnel, analyzing problems and identifying solutions, preparing clear and accurate reports, establishing cooperative and productive working relationships, evaluating and establishing written policies and procedures, setting priorities for competing projects, performing mathematical calculations, operating computers and other standard office equipment, interpersonal relations, oral and written communication. Special Qualifications: Valid North Carolina driver's license.Knowledge of accounting and financial concepts. Knowledge of state and federal funding guidelines. Knowledge of vehicle depreciation concepts. Knowledge of general vehicle maintenance. Knowledge of service area and passenger demand. Skill in the supervision of personnel. Skill in analyzing problems and identifying solutions. Skill in preparing clear and accurate reports. Skill in establishing cooperative and productive working relationships. Skill in evaluating and establishing written policies and procedures. Skill in setting priorities for competing projects. Skill in performing mathematical calculations. Skill in operating computers and other standard office equipment. Skill in interpersonal relations. Skills in oral and written communication.This position has direct supervision over the Transit Specialist. This position provides managerial oversight to Transit contract manager and employees.The work is light which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion, sitting, standing, and walking. Substantial movements (motions) of the wrists, hands, and/or fingers. Required to have close visual acuity to perform an activity such as: viewing a computer terminal; extensive reading.Work is performed primarily indoors where exposure to dust, dirt, fumes, and noise is typically encountered.Starting salary $72,762.49 - $109,143.73 Annually will depend on experience and qualifications.
