IT - SCDHHS - Security Analyst - Consultant

The South Carolina Department of Health and Human Services (SCDHHS) Office of Cybersecurity is seeking a highly experienced Senior Information Systems Security Officer (Senior ISSO) to lead and support security and compliance operations for complex information systems. The role focuses on ensuring adherence to federal and state security frameworks-including FISMA, NIST, CMS MARS-E, and HIPAA-while advising leadership, business units, and vendors on risk and compliance matters. The Senior ISSO will develop and maintain key security documentation (SSPs, PIAs, ISAs, CMAs), conduct architectural and risk assessments, evaluate technical controls, manage third-party audits, and support RMF/A&A integration within the SDLC. The role also involves reviewing contracts and agreements for security requirements, coordinating with internal and external stakeholders, and contributing to the ongoing maturity of the agency's cybersecurity program. Key Requirements Strong knowledge of FISMA, NIST, CMS MARS-E, and HIPAA 5+ years IT experience with Windows, Linux, databases, networks, and web applications Prior experience in a FISMA-compliant environment Experience with eGRC systems (Archer preferred) Health IT experience Professional certification such as ISC(2), ISACA, or SANS GIAC Ability to perform audits, analyze risk, communicate with diverse audiences, and manage multiple priorities Preferred ITIL experience Bachelor's degree or 10+ years of related experience
