Description of Position: To provide cybersecurity expertise to USSPACECOM with regards to cyber policy, cyber program management, and C4/IT investments while ensuring compliance with legal and regulatory requirements.


Position Duties/Responsibilities:

  • Responsible for serving as a C4 technology advisor on the management of cyber and telecommunications policies, planning, and resourcing addressing areas of mandatory CIO compliance areas within the USSPACECOM DoDIN Area of Responsibility.
  • Serve as a C4 technology advisor providing strategic direction for USSPACECOM DoDIN Area of Operations, identifying opportunities for IT investments and developing prioritized enterprise information environment portfolios.
  • Create policies to manage and govern cyberspace assigned portfolios, and develop/maintain governance mechanisms to achieve portfolio responsibilities and ensure compliance with United States Government CIO mandates.
  • Analyze data from various sources and governing Department of Defense regulations to assist in the management of USSPACECOM C4 information environment mission area.
  • Analyze information sharing portfolio objectives and link objectives to USSPACECOM/J6 CIO enterprise vision, mission, goals, objectives, and priorities.
  • Plans, executes, controls, and completes assigned projects by setting and briefing project milestones and goals. Additionally, performs in-depth analysis and research to evaluate reports & provides detailed responses to leadership personnel for an informed decision to be made based on recommendations.
  • Represents United States Space Command J6C, Cyberspace Assurance Division, to all entities within Space Command and the Department of Defense pertaining to space systems cybersecurity articulating Division priorities to stakeholders, negotiating & resolving applicable issues, and reporting on progress to management personnel.


Key Skills & Abilities:

  • Knowledge of COMPUSEC, INFOSEC, COMSEC, and EMSEC security requirements for information technology (IT) systems to serve as a technology advisor for C4 and IT investments supporting CIO priorities.
  • Knowledge of IT financial and budgetary processes & standards, along with how to standardize investment procedures and plans in accordance with Department of Defense regulations.
  • Knowledge of cybersecurity principals, data security risk management processes, and operational impacts of cybersecurity lapses.
  • Skill in overseeing & operating an IT portfolio to include directing team members on the engagement with internal and external stakeholders pertaining to IT portfolio management.
  • Ability to effectively communication, both orally and in writing; and ability to present information clearly, with tact and technical accuracy.


Qualification Requirements:

  • Experience at the next lower broadband/grade level (or equivalent) in providing expertise and managing cyber policies, cyber program management, and C4/IT investments. Overseeing and operating IT portfolio management, organization, and execution while directing team members to accomplish tasks associated with portfolio management. Conducting analysis of functions, processes, and CIO competency areas and recommending to management personnel targeted improvement areas in support of CIO compliance regulations, and strategic organizational goals.
  • Education Requirements: N/A.
  • Incumbent is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification and Management Program for the applicable cyber codes: 801 – Program Manager, and 802 – IT Project Manager. Failure to comply will result in removal from this position.
