Description of Position:

Employee at this level is an expert within their functional area; heads of branches or divisions; or key program administrators. Conducts or directs activities or assists higher levels on challenging and innovative program development with only general guidance on policy, resources, and planning; develops solutions to highly complex problems requiring various disciplines; responsible for fulfilling program objectives. Results are authoritative and impact programs or the well-being of substantial numbers of people. Position involves 51% or more of time in direct support of acquisition positions.

Position Duties/Responsibilities:

• Responsible for assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
• Plans, organizes, and directs the activities of the JCC Offensive Cyberspace Operations Branch.
• Formulates offensive cyberspace goals, policies, and procedures dealing with the development and performance of offensive cyber functions.
• Leads Mission Analysis on Command's priorities and objectives and in turn is responsible for the development of the Command's Cyber Prioritized Effects List (CPEL).
• Participates in special projects and initiatives and performs special assignments and identifies the need for special projects and initiates milestones and goals.
• Establishes, develops, and maintains effective working relationships with Joint Staff (JS), Combatant Commands, USSPACECOM Component Commands, other DoD organizations, and federal agency representatives to integrate all available capabilities into OCO plans.

Key Skills & Abilities:

• In-depth knowledge of DoD, JCS, and unified command policies, functions and operations in order to interpret, evaluate and support the development of plans, policy and procedures to support USSPACECOM, USSPACECOM Components, Task Forces, and Centers.
• In-depth knowledge of principles, practices and organizational structure needed to assess feasibility and effectiveness or a range of DoD plans and programs to include Joint Operational Planning and Execution System (JOPES), the Joint Operations Planning Process (JOPP), and development of operational orders affecting USSPACECOM’s cyberspace mission.
• Knowledge of the Joint Targeting Process and understanding of the target development process for cyberspace operations.
• Understanding of the organizational structure and assigned mission of USCYBERCOM it’s Service Cyber Component and the Cyber Mission Force.
• Skills to communicate effectively, both orally and in writing.
• Skill to analyze, research, present, and negotiate complex and sensitive issues with officials of diverse perspectives and views.
• Ability to inspire, motivate, and guide others toward a goal accomplishment.
• Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation).
• Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).

Qualification Requirements:

You may qualify at the NH-IV level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 or NH-III grade level in the Federal service:

• Utilizing plans and strategy development processes within DoD and across the Interagency, to include actions for cyberspace, influence operations, and electronic warfare, associated capabilities and force structure, and operational doctrinal concepts to apply new, original, and authoritative thinking and advice to senior military and civilian leaders on policy, plans and strategy issues impacting the nation and the Department's contribution to national security policy.
• Applies Department of Defense authorities, policies, strategies and planning processes to include statutory responsibilities to draft and publish planning guidance and operational concepts to assist the Commander and Director of Operations.
• Applies knowledge of Chairman of the Joint Chiefs of Staff development and execution of Global Integration of cyberspace, influence operations, and electronic warfare strategies and plans through the National Military Strategy, the Joint Strategic Campaign Plan, the Global Campaign Plans, and Globally Integrated Frameworks.
• Applies knowledge of Joint Staffs role in providing military advice on cyberspace, influence, and electronic warfare strategy, plans and policy related to the interagency through the National Security Council-led Policy coordination committee, Deputies committee, and Principal committee processes.

Education Requirements:

• Bachelor’s degree is preferred, higher degree is desired

Certifications:

• Incumbent must be able to achieve cyber certification requirements IAW DoDM 8140.03 within 9 months.

Conditions of Employment:

• Must be a U.S. Citizen
• Must be able to obtain and maintain a TS/SCI Security Clearance
• Position requires initial and periodic drug testing
• Occasional travel away from the regular duty location may be required (approx. 10 days/year).
• May be required to work irregular duty hours including evenings, weekends, and/or holidays.
• Employee is in a designated position that requires consent and thereafter be subject to and successfully complete, an initial, periodic, and random counterintelligence (CI)-scope polygraph examination as a condition of employment.
• Employee is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification And Management Program for the applicable cyber code[s] namely: 752 - Cyber Policy and Strategy Planner, 751 - Cyber Workforce Developer and Manager, 332 - Cyber Ops Planner.
