Job Description

Job Title: Procurement Specialist

Pay Grade: K

Job Summary:

Under broad supervision, provides in-depth research and analytical support for a complex category in a variety of procurement activities, and/or leads a less-complex category. Develops and executes procurement strategies that are designed to maximize customer satisfaction and minimize cost for assigned less-complex category(s). Develops and maintains effective working relationships with internal and external stakeholders. Manages category and vendor performance.

Under limited supervision, this position performs various procurement and contract administration duties. These duties include, but are not limited to the following:

·Assists in the development of documents such as Request for Quotes (RFQs), Sole Source and Request for Proposals (RFPs). Creates and posts solicitation in Team Georgia Marketplace and/or the Georgia Procurement Registry. Participates in the vendor response evaluation process. Conducts analysis of vendor responses.

·Assists Divisions/Hospitals/Offices in writing bid specifications for procurement of services, goods and commodities.

·Collaborates with Budget and Program Offices to determine appropriate solicitation development decisions.

·Initiates and manages the bid process according to established procedures and professional standards.

·Other duties as assigned.

Preferred Qualifications:

·3 – 5 years procurement and /or contracting experience in the public sector

·2+ year PeopleSoft Financials software experience

·Experience with posting to the Georgia Procurement Registry

·GCPM - Georgia Certified Purchasing Manager

FOR THIS TYPE OF EMPLOYMENT, STATE LAW REQUIRES A NATIONAL AND STATE BACKGROUND CHECK AS A CONDITION OF EMPLOYMENT.

Associate degree in accounting or business, or a directly related field from an accredited college or university and three (3) years of job-related experience in a procurement environment; or Technical diploma in accounting or business and four (4) years of job-related experience in a procurement environment; or High School diploma/GED and five (5) years of job-related experience in a procurement environment; or Two years of experience at the lower level Purchase/Procurement Agent 2 (FEP021) or equivalent position. Note: Some positions require Georgia Procurement Manual area-specific certification(s).
