Duties

As a Aircraft Pilot your duties will include but are not limited to the following:

Develops Fish and Wildlife Service (FWS) procedures to implement Department of Interior (DOI) aviation safety policies. Coordinates aviation safety and aircraft accident prevention program in concert with the DOI aviation safety program; providing guidance to FWS operational units in implementing all aviation safety policies; and ensuring that DOI, FWS, and appropriate National Transportation Safety Board (NTSB), and Federal Aviation Administration (FAA) policy requirements are followed. Keeps current on the types of aircraft and aviation technology. Provides leadership in the implementation of DOI aviation user training, evaluates curricula, and monitors delivery to meet FWS training requirements. Provides expert technical assistance to Regional Directors and Program Managers regarding safety of aviation operations. Represents the FWS in general and the National Aviation Manager specifically at a variety of functions such as safety seminars and conferences, mid-level and senior management meetings, education and training sessions, wildland fire management support activities, and other aviation related activities. Performs pilot duties when required - retains appropriate pilot certifications. Special skills include aircraft pilot and mission observer. Performs pilot duties in order to remain current in assigned service fleet aircraft.

Must possess, submit, and maintain a FAA Instrument Rating and Commercial Pilot Certificate, or an Airline Transports Pilot Certificate at all times during your tenure. Must possess and maintain a current first- or second-class medical certificate in accordance with FAA regulations.

Qualifications

Only experience and education obtained by 06/26/2024 will be considered.

In order to qualify for this position, you must possess both the Minimum Eligibility Requirements and Minimum Qualifications.

Minimum Eligibility Requirements:
Minimum eligibility requirements for this position are based on: 1) possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings; 2) possession of a current first- or second-class medical certificate in accordance with FAA regulations; 3) meeting applicable flight hour requirements; and 4) possession of the knowledge and skills required for the positions. Supporting documentation MUST be submitted with application package.

Certificates and Ratings:
Must possess a current Commercial Pilot Certificate or the appropriate military rating; both meet the requirement. In addition, must possess and maintain a current first or second-class medical certificate in accordance with FAA regulations.

Note: Candidates establishing eligibility based on military flight experience must provide appropriate military rating, official orders, or forms, along with logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g., an Airline Transport Pilot Certificate.

Flight Experience:
Candidates must demonstrate possession of the knowledge and skills required for the position by meeting certain minimum flight hour requirements, including recent flight experience. The categories in which candidates are required to demonstrate proficiency relate to 1) the general knowledge and skills to pilot the aircraft; and 2) the specific knowledge and skills related to the particular position being filled. Only flight experience that is directly related to the work of the position is required for purposes of establishing minimum eligibility.

Minimum Flight Hour Requirements:
Candidates must have completed at least 1,500 hours of total flight time which includes: 250 hours of flight time as a Pilot-in-Command; 75 hours of night flying; 100 hours of flying time within the last 12 months; AND 75 hours of instruments flight time with at least 10 of these hours logged in actual instrument weather. All supporting documentation MUST be submitted before the closing date of this announcement, or you will be rated ineligible. Note: Flight Logs must show total flight time by category (preferably 1 page) as listed above.

Specialized Experience Requirement:
In addition to the minimum eligibility requirements listed above, you must possess the following specialized experience to qualify at the GS-13 level.

One (1) year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service that demonstrates knowledge and experience of aviation regulations used to assess aviation resources in order to advise and participate in the development of aviation policy. Specialized experience includes: 1) Providing guidance regarding aviation safety compliance; 2) Making recommendations to Senior Aviation Managers regarding aviation accident prevention policy, procedures, and practices; 3) Providing aviation instructions and evaluations to aircraft pilots; and 4) Demonstrate experience flying single-engine aircraft, low level, where flight is conducted less than 500 feet above from the ground. (Note: There is a preference for Kodiak K-100 qualified with 100 hours of flight experience and also for Aircraft qualifications in C-206 and CC-18. Should you have this experience please specify this in your resume.)

NOTE: There is no substitution of education for specialized experience for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method. Your SF-50 will be used to confirm you meet all requirements.
