Position Summary & Responsibilities

Position Summary:

Position will be responsible for conducting, leading, and/or assisting with internal investigations, audits, surveys and information gathering of various units at KDADS Central Office and the four State Hospitals including but not limited to Human Resources.

Investigations and Fact Findings

Position will be responsible for conducting, leading, and/or assisting with internal investigations, audits, surveys and information gathering of various units at the hospitals, including but not limited to Human Resources.

This position will conduct investigations at the Kansas Department for Aging and Disability Services (KDADS) and the four state hospitals, Kansas Neurological Institute (KNI), Parsons State Hospital and Training Center (PSH & TC), Osawatomie State Hospital (OSH), and Larned State Hospital (LSH).

Priorities for investigations will be determined on a case-by-case basis and in conjunction with the Human Resources (HR) Director for State Hospitals, Senior Counsel, and Commissioner for State Hospitals.

Schedule interviews and meetings, developing reports and recommendations, composing summaries or letters as part of progressive discipline or as a result of an investigations, complaint, etc.

Organizes investigative findings and completes investigative reports. Creates files containing supporting evidence. Checks for completeness and accuracy of reports and obtains any additional information determined necessary.

Position will provide feedback to central office regarding policy and procedures recommendations for hospitals in an effort to improve efficiencies, communication, and consistency.

EEO/AA, Diversity Management

Interprets laws, rules, regulations, and policies related to Equal Employment Opportunity (EEO) and manages the EEO program for KDADS to confirm compliance with Federal and State laws. The incumbent advises agency administrators, managers, supervisors, and staff on issues pertaining to diversity as it relates to Age Discrimination in Employment Act, Title VII of the Civil Rights Act of 1964, Equal Employment Opportunity/Affirmative Action (EEO/AA), sexual harassment and other laws and issues involving diversity and employment rights to verify fair and equitable treatment of KDADS employees, applicants, and customers.

Write the agency EEO/AA plan, Diversity plan, and Summary of Progress with input from agency administrators, analysis of past agency practices, current laws, and recent court decisions. Direct the implementation and monitor the effectiveness of the AA and Diversity plans to verify the protection of KDADS employees’ civil rights, minimize agency exposure to litigation and liability. Consult with Deputy Director of Human Services (K0049141) to identify appropriate courses of action to improve continued application of AA and Diversity plans and modify action plans as needed.

Investigates and responds to external and internal EEO complaints regarding allegations of unfair treatment of an applicant, candidate, or employee based upon the person’s age, race, religion, national original, place of birth, color, gender, political affiliation, veteran status, sexual harassment, and/or a hostile work environment. Oversee and/or conduct interviews of all parties involved, witnesses, and/or others and obtain written statements as appropriate in investigation of the allegations received. Will investigate the concerns, complaints in accordance with agency policies and procedures. Will utilize objective fact-finding methods on a confidential basis. Will prepare reports in a manner consistent with the agency policy and practice under the director of the Interim HR Director for State Hospitals, Senior Counsel and State Hospital Commissioner.

Training and Special Tasks Assigned

Assists with the development and preparation of sexual harassment and discrimination training for the agency. Provides assistance on internal training, EEO, and ADA related matters.

Attends agency related training as well as other workshops, conferences, and meetings as directed. Performs other duties and special assignments as directed by the HR Director for State Hospitals.

Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.

Qualifications

Minimum Qualifications :

Two years of experience in planning, directing, organizing, managing, or administering personnel or human resources functions. Education may be substituted for experience as determined relevant by the agency.

Valid Kansas Driver’s License.

Extensive travel to all hospitals and KDADS regional locations, some on short notice and may include overnight stays.

Preferred Qualifications :

Experience in investigations related to Human Resource matters conflict resolution, mediation, and employee relations.

Experience in managing EEO & affirmative action activities in government agency, educational institution, or private sector organization/company of which included processing, investigation & resolving EEO complaints & developing policies & affirmative action plan.
