The (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Director's Office. The Director's Office provides DCBS with overall leadership. The director and deputy director provide general supervision over DCBS programs and divisions, as well as policy direction for the department. Included in the Director's Office are: Legislative Director, External Affairs Director, Change Management and Process Improvement Director, Internal Auditor, Communications Services Section, Employee Services Section, Ombuds for Oregon Workers, and Small Business Ombuds.

This position is eligible for once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis.

Here’s what you will do:

As an Assistant Ombudsman, you will Intake complaints, thoroughly investigating all sides of complaints, independently analyzing all options, and implementing a solution. The investigation process includes research and application of rules, statutes, NCCI underwriting and classification manuals, insurance code, claims practices, Oregon Occupational Safety and Health Division (Oregon OSHA) rules, WCD’s rules as well as site visits. This position independently mediates and negotiates settlements of workers’ compensation related disputes. This position also participates in outreach programs including presentations to business groups, teaching classes at community colleges, representing the office at small business fairs, and writing articles for trade newspapers or our website to educate the public on workers’ compensation matters.

Here’s what you need to qualify:

Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program

OR

Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

Requested Skills:

  • Experience and knowledge in the workers’ compensation system and workers’

  • compensation law

  • Experience in establishing, implementing, and monitor program goals, objectives and to

  • identify program priorities, performance measures, emerging trends, and patterns of

  • complaints

  • Experience in developing and implementing program policies and procedures and making

  • recommendations to improve program and procedural operations

  • Experience working and collaborating with government agencies and stakeholder groups

  • with diverse interests, finding ways to encourage people to share knowledge, leverage

  • strengths, and collaborate

  • Experience in facilitating and mediating complex and sensitive caseload, including

  • identification and prioritization of issues in conflict and interpretation and clarification of

  • workers compensation law

  • Experience in state and federal legislative processes and familiarity with state legislative and

  • agency rulemaking processes

  • Experience in public speaking, providing technical training and formal presentations to

  • organizations and industry stakeholders
