Click for more information; Professional growth and development opportunities; A healthy for all employees POSITION HIGHLIGHTS This position is full-time, following a first shift schedule, on-site, 40 hours per week, scheduled Monday - Friday and requires on-call/standby service. This position will be located in Marlborough, CT and will require routine travel throughout the state. YOUR ROLE The Environmental Protection State Parks Operations Supervisor is accountable for supervising a staff responsible for performing a range of complex assignments dealing with the State Park Division’s field operations in the Eastern half of the state. This leadership supervisory role maintains close coordination and communication with several department programs, including: Engineering and field support operations; Law enforcement; Project managers; and, Environmental conservation and natural resource staff. Connecticut’s system of state parks and forests, state boat launches, and waterways, provide many opportunities for outdoor recreation for residents and visitors alike. These range from camping and fishing to hiking, boating, and picnicking. In this role, you will work to establish and maintain contact with several external partners and stakeholders, including friends’ groups, non-profits, other outdoor recreation stakeholders. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for supervising a staff responsible for performing a range of complex assignments dealing with a division's field operations.
EXAMPLES OF DUTIES
Schedules, assigns, oversees and reviews the work of staff; Provides staff training and assistance; Conducts performance evaluations; Determines priorities and plans area work; Establishes and maintains area procedures; Develops or makes recommendations on the development of policies and standards; Acts as liaison with other operating units, agencies and outside officials regarding policies and procedures; Prepares reports and correspondence including reports on use and condition of facilities; Supervises development and maintenance projects on state-owned facilities and land including parks, forests, wildlife management areas, recreation facilities and hatcheries; Analyzes maintenance operations and programs and recommends changes; Coordinates utilization of equipment and personnel; Oversees special programs; Acts as a department representative; May assist in preparation of land acquisition, use and development plans; Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of relevant agency policies and procedures; relevant state and federal laws, statutes and regulations; the principles and practices of facility, park and recreation area operation and maintenance; the methods, materials and equipment in construction, maintenance, operation and repair of building equipment and grounds; Knowledge of land use planning; recreational law enforcement; Considerable interpersonal skills; oral and written communication skills; Ability to initiate and oversee projects; read and interpret blueprints; prepare reports and records; utilize computer software; Supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in operation, development, and maintenance of natural resources programs and facilities.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in the areas of civil engineering or natural resources management may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in civil engineering or natural resources management may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
Experience in the development and implementation of staff training programs; Experience with Microsoft Word, Excel, & Outlook; Experience managing conflict and team building; Experience assigning, overseeing, and reviewing work of staff; Experience in the development and implementation of parks and recreation policies; Experience coordinating utilization of equipment and personnel; Experience in the methods, materials and equipment of construction, maintenance, operation and repair of building equipment and grounds; Experience in land use planning; Experience in recreational law enforcement; and Experience initiating infrastructure projects including scope of work development, bidding and contractor oversight.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
