Publ Hlth and Prevent Spcl III
Under the guidance of the Communicable Disease Manager and management of the Office of Border Public Health (OBPH) Region 8 Program Manager, formulate, develop, and implement the program’s public health promotion activities. Provides technical support for projects and grants. Researches and develops workplans to address community health needs. Tracks and maintains inventory of program expenses and budgets. Coordinates the dissemination of information. Works collaboratively with staff to develop goals, objectives, evaluations and expected outcomes for health promotion/education programs. Prepare bilingual (Spanish/English) training material and syllabuses for use in public health trainings and courses. Provide bilingual (Spanish/English) technical assistance, training and presentations using audiovisual equipment to internal/external customers on environmental health, reportable diseases, chronic conditions, and other public and preventive health issues. Develop and update bilingual (Spanish/English) health promotion materials, e.g., flyers, forms, presentations, press releases and other documents as needed using computer software. Respond to requests for assistance and guidance from the public. Provide support other regional programs on public health issues. Participate in the organization of meetings and conferences. Participate in community surveys/studies by conducting surveys or reviews to determine compliance. Requires individual planning, accuracy, and management of multiple tasks, organization, initiative, and flexibility in carrying out duties. Work under limited supervision, with moderate latitude for the use of initiative and independent judgment. Speaks, reads, and writes in English and Spanish to perform binational/border duties. Must be able to independently travel throughout the State of Texas and out-of-state to complete essential job functions. Essential Job Functions:
(30%) Technical Support and Coordination
Coordinates and/or prepares, edits, and distributes correspondence, reports, studies, forms, and documents.
Coordinates and performs general office duties such as ordering supplies, maintaining a filing system, and answering and routing phone calls. Coordinates meetings, conferences, and trainings for border projects, interventions, and grants. Disseminates information to partners and participants Prepares bilingual (Spanish/English) training material and syllabuses for use in public health trainings and courses. Coordinate and participate in bilingual presentations. Work with and speak to community and professional groups to coordinate, improve, and stimulate interest in the program. Provide bilingual (Spanish/English) technical assistance, training and presentations using audiovisual equipment to internal/external customers. Oversees purchase of equipment and supplies. Prepares specifications for requests for bids and program purchases. Prepares requisitions, enters online system and monitors through the purchasing process. Maintains budget spreadsheets to track grant and program related expenses. Receives and distributes purchases per agency policy. Maintains records with encumbered amounts and program expenditures. Provides assistance and guidance to the general public or other Public Health Regional programs on border public health issues.

(25%) Reporting
Compiles and edits data in charts, graphs, and databases. Prepares administrative reports. Prepares budget reports. Order and maintain an inventory of educational materials and office supplies. Prepares and submits to OBPH manager monthly program budget and contractual expenditure reports. Compiles reports for developed workplans including summarizing data, findings, and best practices. Submits performance measures and other monthly and quarterly reports accurately and timely.

(20%) Training and Outreach
Using evidence-based models, helps develop border public health training and educational curriculums for delivery to program staff, community health workers, and border communities and stakeholders. Creates work plans for potential OBPH projects. Develop goals, objectives, evaluations and expected outcomes for health promotion/education programs. Helps create and administer training evaluation tools. Prepare bilingual (Spanish and English) training materials for presentations, including but not limited to flyers, slides, transparencies, press releases, public service announcements and other audiovisual aids utilizing computer software. Collect and use data to educate and mobilize border communities, develop priorities, garner resources, and plan actions to improve the border public's health.

(15 %) Community Assessments:
Conduct surveys, focus groups and/or group discussions related to community-based healthy border initiatives. Assists with the implementation of needs assessments and environmental scans to understand the current capacity and knowledge of border community health workers and public health workforce to identify gaps in training and provide technical assistance where needed. Document challenges and opportunities for partner collaborations. Develops work plans based on findings to create projects that improve health outcomes for border residents, including but not limited to immunization campaigns, outreach events, and community health initiatives.

(10%) Other Duties as Assigned
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Support other PHR 8 Communicable Disease and Epidemiology programs (Epidemiology, HIV/STD, Immunizations, Tuberculosis and Zoonosis Control) as needed, including testing, and treating TB/HIV/STD patients, and assisting with disease outbreak investigations. Provide support in completing objective s in the Communicable Disease Program Strategic Plan. These duties may require an alternate shift pattern (hours other than 8 to 5pm) and/or location. Must be able to independently travel throughout the State of Texas and out-of-state to complete this essential job function. Safe operation of a rental, state-owned or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy.
Knowledge Skills Abilities:
Bilingual/Biliterate (English/Spanish) required.
