Position Purpose

This position will be responsible for the management of signing and striping improvements, signal operations, the City‘s Fiber network, street lighting, and advanced level civil, traffic and transportation engineering work, including planning, reviewing and designing of traffic and transportation infrastructure to ensure safe and efficient movement of vehicle, bicycle, pedestrian and transit traffic throughout the City of Arvada.

Essential Functions / Knowledge, Skills and Abilities

ESSENTIAL JOB FUNCTIONS

  • Manage and update a Traffic Engineering work plan that balances resident concerns, city council priorities, budget, grant funding, adopted initiatives and applicable city policies

  • Responsible for oversight of the asset management system of transportation infrastructure and assets including traffic signals, flashers, multi-modal facilities, signs, striping and markings

  • Builds a vision for modernizing technology and physical infrastructure and strategically incorporates them where appropriate for the advancement of the City‘s traffic control and intelligent transportation system

  • Manage budget, personnel and technology effectively including developing budget proposals and securing grants to meet evolving needs

  • Develops, evaluates and advances priorities that represent sound engineering judgment and community and Council supported goals

  • Leads and manages high-profile and visible programs/planning efforts/projects focused on traffic operations and safety.

  • Supervises, and reviews projects, studies, and reports for capital improvement projects

  • Creates and presents a capital improvement program budget for the traffic engineering groups‘ forecasted work

  • Represents the city and collaborates with regional partners and adjacent municipalities at a policy and technical level to coordinate transportation initiatives

  • Collaborates and partners with the Community and Economic Development planning team to ensure traffic engineering considerations are integrated into broader urban planning initiatives, provide technical expertise, and support collaborative planning efforts.

  • Communicates and interacts frequently with a diverse array of interest groups including but not limited to: elected officials, government and quasi-government representatives, districts, landholders, developers, citizens and others as needed

  • Development, design, analysis and review of transportation and traffic operations planning models, engineering designs, studies, and state/federal grants

  • Participates semi-regularly in the development review process to assess the potential impact on traffic operations, traffic network consistency, and safety

  • Evaluates technical information and provides recommendations to the City Engineer, Public Works Director, City Manager, City Council, and Council-established committees for the establishment of city transportation policy

  • Makes decisions related to the planning, design, and implementation of the city‘s capital infrastructure for streets, transit, and traffic operation systems in collaboration with the City‘s Transportation Manager

  • Manages consultant-led projects, which includes the consultant selection process, monitoring the appropriateness and quality of the deliverables and overseeing the budget and schedule

  • Reviews and approves signing, striping, and signal timing work orders prepared by consultants or internal staff members.

  • Oversees the revision or creation of traffic engineering policies and procedures.

  • Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers

  • Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department


Other Functions:

  1. Represents city/department/division on various city committees and outside organizations

  2. May act on behalf of, and assume the duties of the Assistant City Engineer or City Engineer in their absence and represent either the City Engineer or Public Works Director at meetings and other official functions when so directed

  3. Other duties as required


ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

  • Expert knowledge of principles and practices of traffic engineering, traffic operations and transportation planning, including standards, policies and technical issues. In depth understanding and application of standards associated with technical manuals including: AASTHO, MUTCD, NATCO, ITE and other leading industry publications and trends

  • Expert knowledge of public works practices and procedures, planning, and administration

  • Strong knowledge of the development review process and traffics contributive role to it

  • Applies professional expertise and judgment to ensure public safety and compliance with local, state and federal requirements, while exercising flexibility and innovation into designs, operations and communications to advance city goals for multi-modal and smart city initiatives

  • Possesses broad understanding of industry best practices, technical knowledge, safety and compliance requirements and integrates it into traffic operations, data collection, regular maintenance and asset management program activities

  • Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, prepares and conducts timely and constructive performance appraisals.

  • Schedules staff, assigns and supervises work, prioritizes programs and projects and effectively uses available resources to accomplish objectives.

  • Makes decisions or recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary.

  • Coaches, counsels and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies and procedures. Supports creative thinking and problem solving and encourages participatory decision making when appropriate.

SCOPE OF AUTHORITY:

Receives minimal supervision under the direction of the Assistant City Engineer. Plans daily work activities and prioritizes tasks. Prepares and/or develops plans for projects and programs involving coordination with other departments and/or outside organizations. Some precedents and/or procedures exist. Expected to handle difficult and specialized situations in Traffic Engineering or functional areas.

Directly or indirectly supervise professional, technical, and clerical staff including licensed professional engineers, technicians, and administrative staff depending on assignment. Responsible for assigning and scheduling work and training of assigned staff


Qualifications - Working Environment / Minimum Qualifications

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

Work is primarily performed in an office environment with low noise levels. No physical effort above and beyond what is normally required for work primarily performed in an office environment. Occasional exposure to working in traffic and exposure to noise, dust and exhaust. Occasional visits are made to construction sites which may have large construction equipment, loud noise, pipeline trenches, and possible heavy truck and vehicle traffic.


MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

Bachelor‘s Degree in Civil or Transportation Engineering or related field and six (6) years of related experience in engineering as a Professional Engineer (PE). Three (3) years supervisory or lead engineer experience required. Valid Colorado Professional Engineering (PE) license required (or ability to obtain within 6 months of employment). A valid Colorado driver‘s license and acceptable driving record is required. A combination of education and experience may be considered, with a Bachelor‘s degree required..

Preferred Qualifications:

Professional Traffic Operations Engineer (PTOE) certification. Road Safety Professional (RSP) I/II Certification. Master‘s Degree in traffic or civil engineering or related field.
