Position Summary

The Manager of Clinical Services is responsible for planning, directing, implementing, and evaluating the daily operations and special projects for the Shelby County Health Department, Clinical Services Bureau. Works with various teams supporting several critical initiatives, including developing and implementing clinical programs across the bureau to ensure adherence to legislative and regulatory requirements for all policies, procedures, contracts, managing the performance improvement activities for clinics and programs.

Pay Grade: 55


Minimum Qualifications

100% -

1.Five (5) years of supervisory and/or managerial experience, preferably within a healthcare environment; AND

2.Bachelor’s degree from accredited college or university in public administration, health care administration, business management, or a related field; OR

3.An equivalent combination of related education and/or experience.

4.PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED.


Duties and Responsibilities

1.Manages and oversees the Clinical Services bureau program operations for health department clinics to create policies and procedures for daily operations.

2.Creates and enforces clinical and program policies and procedures and responds to sensitive issues based on County, State, and Federal requirements.

3.Submits official documents to Federal and State regulators as required for funding and regulatory compliance and analyzes clinical and program operations to maintain compliance with public health laws and regulations.

4.Utilizes internal/external data to develop interventions and plans that address clinic continuity, policy, and environmental change.

5.Develops, manages, and executes projects using project management tools and concepts.

6.Develops, implements, and documents program workflows and processes to address clinic continuity, policy and environmental change.

7.Works with SCIT application analysts, SCHD Business Systems Analysts and the Tennessee Department of Health to address computer hardware and software systems as necessary.

8.Analyzes and resolves problems quickly and efficiently as they relate to business services.

9.Maintains key programmatic data and statistics by compiling ongoing updates on clinical and program metrics and accomplishments.

10.Monitors and review processes and documentation, to provide recommendations to strengthen and improve program operations.

11.Develops and manages policies and procedures related to organizational compliance with applicable laws, regulations, and related contract terms and conditions; ensure appropriate parties and functional areas are aware of respective obligations as related to compliance.

12.Assists with program budgets and financial analyses.

13.Assist in the development of contracts, Memorandum of Understandings/Agreements, with Community Based Organization/Agencies, other governmental agencies, and private businesses.

14.Performs other related duties as required or directed.


KSA's

KSAs -

1.Knowledge of modern management techniques and the ability to apply them in directing the work of others.

2.Thorough knowledge of policies, procedures, and regulations governing public health programs in the state of Tennessee.

3.Thorough knowledge of HIPPA compliance.

4.Ability to develop timetables, manpower, projections, and ability to monitor and revise as needed to meet deadlines.

5.Ability to prepare budgets, financial reports, and cost analysis.

6.Ability to communicate effectively in oral (i.e., public, stake holders, external partners) and written forms.

7.Ability to establish and maintain effective working relationships with personnel, public officials, and the general public.

8.Ability to interpret and apply laws and policies to public health programs.

9.Skilled in the use of MS Office applications (Word, Excel, and PowerPoint).


Special Requirements

1.Must be willing to carry a cellular phone.

2.Will require attendance at meetings and activities on weekends and/or after regular work hours.

3.Will require travel to locations outside of the office.
