Job Description:
The Program Specialist provides senior-level consultative services and technical assistance to the Chief Financial Officer (CFO) Division. This position provides guidance and support to the division, facilitates alignment of division functions with agency strategic goals and objectives, and manages and oversees special projects and assignments from the Director of CFO Business Operations. This is a hybrid position with the ability to work remotely part of the time, following initial training period.

Primary Responsibilities:
•Develops and oversees the CFO business plan, assures division budget is aligned with goals and objectives, and oversees the development of division policies and procedures.
•Evaluates program operations, prepares objective reports, formulates strategic solutions to problems, and makes recommendations to develop and implement program process improvements and/or new initiatives.
•Represents the CFO Division with senior-level groups at meetings and on committees, taskforces, and interagency workgroups.

This position will provide technical assistance and customer service to agency staff of all levels. Candidates must have excellent verbal and written communication skills to interact effectively and professionally with individuals from diverse cultural, socioeconomic, educational, racial, ethnic, and professional backgrounds. This position will also require the ability to exercise independent judgment and the ability to organize and prioritize workload to meet deadlines for simultaneous tasks. Essential Job Functions:
(40%) Develops and monitors the CFO business plan, establishes goals/objectives, policies/procedures, and standards for the division; Evaluates program operations and makes recommendations to develop and implement resolutions and improvements designed to determine trends, to gain greater program efficiencies, and to identify and manage risks; Sets priorities, tracks progress, and implements appropriate adjustments to ensure success. Coordinates schedule, agenda, and action items from meetings to review and make policy-level, evidenced-based recommendations to the CFO and leadership on issues pertinent to building and supporting public health capacity; and Oversees special projects and assignments.

(20%) Provides guidance and support to the CFO division on policy, planning, and operations. Monitors programs’ compliance with policies; Coordinates with program staff and key stakeholders to develop recommendations and proposals for implementing initiatives; Prepares written material for the Director of CFO Business Operations, including presentations, policies, and standardized documents and Assures division budgets are aligned with goals and objectives.

(25%) Serves as a member/adviser to the CFO leadership team and as a representative at meetings and on committees, task forces, and workgroups. Acts as a legislative liaison and oversees and coordinates communication with DSHS, HHSC and external stakeholders. Facilitates alignment and coordination of Division functions toward strategic goals and objectives, develops priorities and standards for achieving goals, and directs evaluation activities.

(15%) Develops work, resource, risk assessment/mitigation, and communication plans. Coordinates the full project management lifecycle process including leading project planning, documentation, and status reporting within CFO and on cross-agency project teams. May respond to requests related to the legislative and appropriation process. Actively participates and/or serves in a supporting role to meet the agency’s obligations for disaster responses and/or recovery or Continuity of Operations Plan (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities:
•Knowledge of program and policy planning, development, implementation, and evaluation.

•Skill in developing and implementing strategic plans and procedures, developing concise reports, facilitation, negotiation, conflict resolution, and team building.

•Ability to set priorities, meet deadlines, and adapt to shifting technical and political developments, manage projects effectively and within short deadlines, and to gather and analyze facts.
