Program Supervisor II

The Assistant Director of Vocational Services (Program Supervisor II) is responsible for the assistance of development and implementation of vocational training programs for individuals residing at Mexia State Supported Living Center. The Assistant Director of Vocational Services will be responsible for the assistance of direction and supervision of all programs and staff associated with the operation of the department. Work involves assistance in the following: establishing program goals and objectives; developing program guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; and coordinating program activities. Assigns and supervises the work of others. The Assistant Director of Vocational Services is responsible for coordinating, planning, and working with the Texas Workforce Commission Vocational Rehabilitation Services for Career Counseling for Individuals. The Assistant Director of Vocational Services shall create a positive work environment that allows for a variety of employment situations. The Assistant Director of Vocational Services will assist in planning and coordinating the use of all available departmental resources to maximize the effectiveness of programs under his/her direction, and for working cooperatively with other departments. Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Supervises and oversees the work of program staff in the absence of Vocational Director

Assist to prepare and review reports on the effectiveness of program activities.
Assist with the preparation of training and operational manuals, educational and marketing materials.
Assist with the ensuring the satisfactory completion of documentation in program related areas, in order to meet applicable standards and procedures
Assist in evaluating programs, procedures, and process for effectiveness, through on-site observation, data reviews, meetings and in-services.
Assist in conferring with staff on a regular basis on program issues and problems to identify and implement solutions.
Oversees the Vocational Staff and Individual Jobs located at the CEC (Big Workshop).
Provides training or technical assistance in program area(s) independently as needed.
Maintains compliance with applicable rules standards and regulations.
Ensure that the Department of Labor Laws are followed for all client workers.
Gives approval of purchases for daily business operation, and active treatment supplies.
Audits and approves payroll for the client workers.
Manages all departmental staff in a fair consistent and effective manner.
Performs other duties as assigned.
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities:
Knowledge of local, state, and federal laws related to the program area; of public administration and management techniques; of budget processes; of training and marketing techniques; and of program management processes and techniques.
Ability to utilize personal computer and relevant software.
Ability to prepare and present reports.
Ability to develop and maintain data collection systems.
Ability to identify the measures or indicators of program and staff performance
Proven ability to work cooperatively and effectively with others.
Demonstrated commitment to facility mission and services/workplace values.
Working knowledge of: Appropriate regulatory provisions (especially the Department of Labor) for operations of vocational services in compliance with such provisions.
Excellent attendance, excellent management skills
Working knowledge of education/training and active treatment methods, tools, techniques, and procedures.
Ability to gather, assemble, compare, and analyze facts; to establish goals and objectives; to offer solutions to administrative problems; to follow administrative policies and procedures; and to assign and supervise the work of others.
Management/Supervisory experience.
