The Lead Permanency Program Specialist reports to the Associate Director of Permanency. The position plans, develops, implements, and monitors permanency projects and programs. Projects and programs include appropriate and culturally competent casework and support services to children in all substitute care areas to achieve permanency at the earliest possible time. The position writes reports and provides leadership regarding permanency projects and programs, as assigned by CPS management for legislative requests, media concerns or inquiries from the public, and evaluation of permanency projects and programs.
The position provides consultation to CPS state office and CPS field administrative staff in analyzing conservatorship programs, identifying gaps in services, developing and implementing plans to improve agency functioning. The position responds to short term or emergency requests with little turnaround time for completion. The position routinely interacts with all internal and external stakeholders involved in each of the assignments, including DFPS state office staff from all divisions, field staff at all levels, staff from other state and federal agencies, providers of services for DFPS clients, relatives, stakeholders and legislators.
The position may lead workgroups and provide liaison coordination with DFPS program, external stakeholders, and CPS field staff. Essential Job Functions:
Identifies service needs, develops, and implements conservatorship program initiatives to reduce barriers to permanency. 20%
Researches and analyzes information from other agency divisions, other state agencies, community and advocacy groups, and other states for the purpose of program planning and development in the Permanency area. 10%
Plans, develops, and revises policy and procedures. Prepares special project reports, studies, issue and position papers, and administrative reports. 10%
Evaluates and interprets state and federal legislation and judicial mandates. 10%
Serves as a subject matter expert and provides technical assistance, training, written guidelines, and interpretation of policies and procedures to both agency staff and external stakeholders, particularly regarding all conservatorship and permanency issues. 15%
Reviews and evaluates service delivery through input from field staff, external stakeholders and review of management reports and special studies. 5%
Develops program specifications for and writes the request for proposal (RFP) documents. Prepares grant proposals to obtain funding for special permanency programs. 10%
Develops working relationships with internal and external stakeholders. Evaluates national trends and stays abreast of current research. Networks with state and national governments, associations, advocates, and academia, to improve program operations. Makes presentations at professional conferences. Plans, organizes, and conducts or facilitates internal and external meetings and work groups for ongoing program operations. 15%
Performs other duties as assigned and required to maintain unit operations. 5%
Attends work regularly in accordance with agency leave policy. Knowledge Skills Abilities:
Knowledge of CPS program, policies and procedures, and all phases of permanency including barriers to the timely permanency of children in the conservatorship of DFPS.
Demonstrates the ability to research and analyzes information from other agency divisions, other state agencies, community and advocacy groups, and other states for the purpose of permanency program planning and development.
Ability to research and write special project reports, studies, issue and position papers, and administrative reports.
Ability to evaluate and interpret state and federal legislation and judicial mandates.
