DEPARTMENTAL INFORMATION

This position is part of the Trust Section team and requires proven experience in implementing department-wide records management program(s). The employee assists division and section personnel, as well as two public trusts and one advisory board, in managing and archiving official records in accordance with existing guidelines and procedures. 

JOB SUMMARY

This position is located in the Administration Division of the Utilities Department within the City of Oklahoma City and reports to the division or section head. The Records Control Technician is primarily responsible for monitoring and coordinating records management maintenance and control activities for departments, the City Council or City Trusts. The employee must possess the necessary skills, knowledge, and abilities to perform the duties prior to assuming the position. Essential job functions include: coordinating the receipt, storage and retrieval of active records; coordinating and monitoring the disposal of inactive documents and records; recommending and identifying changes to improve efficiency, accessibility and/or accuracy of records retained; keeping current on all legal record keeping requirements relating to records content, records retention, storage media and admissibility of information; preparing and issuing responses to requests and collecting applicable fees; responding to open records requests; overseeing and participating in complex projects involving gathering of data and researching files to assemble accurate and complete information; establishing and maintaining retention schedules; coordinating storage and/or disposal of files following established guidelines and procedures; and performing related duties as required and assigned. Additional duties include: reviewing the work of less experienced workers by visual observation; reviewing work content; and ensuring that work performed is consistent with applicable standards and procedures. The job requires frequent contact with City personnel, outside agencies, and citizens in order to exchange information related to work activities, policies and procedures. The employee's performance is reviewed by the supervisor for soundness of judgment, efficiency of operations, compliance with policies and procedures, and adherence to program guidelines.

Knowledge of and skill in applying statutes relating to the City's record management program. Skill in utilizing basic research techniques, methods, and procedures. Skill in maintaining accurate records. Ability to establish and maintain effective working relationships with other employees and the public. Ability to operate standard office equipment. Ability to work independently and with minimal supervision. Ability to communicate in person and by telephone with tact and diplomacy. Ability to perform as a functional lead of other clerical staff including reviewing work for accuracy, providing training, and making recommendations on employee performance evaluation. Ability and willingness to maintain confidentiality and assume responsibility for information obtained. Ability to travel. 

DEPARTMENTAL PREFERENCES

Knowledge of Open Records and Open Meeting Act regulations. Skill using Microsoft Office applications (Outlook, Word, Excel). Skill using Adobe Acrobat Pro. Knowledge of document scanning and records management processes. Self-motivated and detail oriented.

WORKING CONDITIONS 

Primarily indoors in a climate-controlled environment. Subject to sitting, standing, walking, or using a telephone for extended periods. Subject to continuous exposure to light and glare from a computer monitor. Subject to constant, low-level noise from computers, copiers, ten-keys, faxes, scanners, etc. 

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS 

Arm-hand steadiness and manual dexterity enough to operate standard office equipment, such as computers, ten-keys, telephones, copiers, faxes, scanners, etc. Near vision enough to read and draft written and machine-generated communications. Speech and hearing enough to communicate in-person and by telephone.

Pay Method: City employees are required to receive pay electronically, either via direct deposit or pay card.

Background Investigation, Drug Testing, Physical Examination: Upon a conditional offer of employment/acceptance of position, the City of Oklahoma City will conduct a criminal history background check for external applicants. Applicants will be provided contact information for any third-party reporting agencies used to collect background information in connection with conditional offers of employment.

If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
