LPD Learning Specialist

The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Leadership and Professional Development (LPD) Learning Specialist position in Leadership and Professional Development(LPD), a team within Access and Eligibility Services (AES), and the Office of Learning and Professional Development. AES's main goal is to assist Texans in need of services like food, medical care, and financial help. The ideal candidates should be innovative, take pride in their work, value diversity, collaborate well with others, lead by example, and is committed to continuous learning.
The LPD Specialist will be responsible for providing advanced(senior-level) consultative services and technical assistance work with the capacity to accomplish results on various projects and assignments simultaneously within a dynamic environment. Your primary focus will be on creating professional development programs to enhance the leadership and professional skills of AES team members. This involves collaborating with AES senior leadership to define course content, setting short and long-term training goals, developing course materials and facilitating sessions.
This position plays a significant role in organizing, developing materials and facilitation of AES-based leadership development programs for newly hired leads, supervisors and managers. As an LPD Specialist, your aim is to create positive learning experiences that meet or exceed the expectations of both management and staff, all while working collaboratively to achieve common goals.
You will work under limited supervision, with considerable latitude for the use of initiative and independent judgment. Essential Job Functions:
Develops, designs and modifies training plans and materials for AES in leadership positions. 30%
Leads, assists or participates in the coordination and/or facilitation of training supervisory and management level staff. 30%
Assists in identifying training-related issues and ensures the effective use of modern training methods and techniques. 25%
Reviews and evaluates training materials and recommends modifications as appropriate. 10%
Other duties as assigned. 5%
Knowledge Skills Abilities:
Must have knowledge of training procedures and techniques; of education principles, practices, and techniques; of group process, group dynamics, and interpersonal relations; and of instructional design.
Must have knowledge of training methods, training skills and ability to train people of varied knowledge base – in large and small groups.
Must have knowledge of virtual and remote training techniques, programs, and tools.
Must have ability to formulate learning objectives; to create and evaluate training objectives, requirements, and effectiveness of delivery; to communicate effectively and to assess training needs.
Must have the ability to prepare concise reports.
