Summary Statement

The Office of Management and Budget is seeking qualified applicants to lead a Team, manage multiple budgets, process payroll, and approve a variety of financial documents. The Financial Operations team handles all payroll and financial tasks for approximately 11 divisions. This includes but not limited to AP/AR, Grants, Project Costing and Payroll. This position is required to comprehend and enforce State and Federal policies, procedures, and regulations. The DE Code and Budget and Accounting Manual are often used in researching a proper process for preparing financial documents. This position is required to have the ability to lead a healthy Team, independently prioritize, organize tasks, and to effectively communicate in writing and verbal.

Essential Functions

Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations. Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail. Reviews financial transactions, classification and codes to ensure accuracy and recommends changes. Maintains internal controls and applies accounting principles, practices, and standards. Provides advice and technical guidance on matters in assigned fiscal function(s). Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.  Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.  Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data. Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication. Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.  May be responsible for purchasing, disbursement, and inventory of equipment and supplies.

Job Requirements

JOB REQUIREMENTS for Fiscal Advisor II Applicants must have education, training and/or experience demonstrating competence in each of the following areas: One year of experience in compiling, analyzing and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.  One year of experience in ensuring compliance of financial transactions with budgets, applicable agreements, grants or contacts, and state or federal laws, rules, and regulations.  Six months' experience in researching and analyzing accounting transactions and records to reconcile discrepancies or errors and maintain an audit trail. Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.
