Job Summary  

The Health Policy & Analytics Director (HPA Director) provides executive leadership for the development, direction, implementation, and evaluation of health system transformation and division strategic initiatives. This includes leading and coordinating initiatives, collaborating with critical partners both internal and external to OHA, and serving as a primary point of contact for interested partners and parties. The HPA Director works closely with the OHA Director, Governor’s Office, and legislators to craft and execute the state’s health policy and health system transformation vision in alignment with the Governor’s healthcare agenda. Additionally, the HPA Director provides strategic direction and leads significant health reform initiatives, such as developing financing and budget options for the Oregon Health Plan, spearheading cross-market reform initiatives impacting Medicaid, PEBB, OEBB, and commercial health plans, and reviewing and responding to federal reform proposals or opportunities.

Required Skills/Abilities, Education & Experience 

  • Demonstrated experience leading program transformation related to evolving health policy, planning, budget formulation, and legislative analysis.
  • Progressive management experience in a state healthcare programs, private health insurance program, government agency, or research institution.
  • Knowledge of state and federal Medicaid requirements, health care reform, health insurance practices, and the health care industry to include program design, costs for services and provider relations.
  • Demonstrated experience in complex team building, organizational advancement and project management.
  • Experience leading an organization with responsibility for financial and operating success.
  • Ability to analyze complex issues and work with others to solve problems.
  • Experience in regulated industries and/or regulatory rate setting.
  • Knowledge of historical context of Oregon State health policy and evolution of federal law impacting low-income populations, including Title XIX (Medicaid), Title XXI (CHIP), Title XVIII (Medicare), national health reform and Oregon’s Tribes.
  • Experience in health equity, addressing systemic health disparities and collaborating with diverse, vulnerable and underrepresented populations.
  • Experience using metrics and data to achieve outcomes and attain goals.

Preferred Skills/Abilities, Education & Experience 

  • Advanced knowledge of program evaluation, program performance reporting, and strategic planning.
  • Expertise in developing partnerships and strategic policy campaigns that include interested parties, local, state and federal officials, and national partners.
  • Strong writing and presentation skills.

The Health Policy & Analytics Director is responsible for the following duties & responsibilities: 

Strategic Planning and Leadership

  • Advocates for health care policy strategies, priorities, and legislative concepts to the general public, public entities, and private organizations statewide.
  • Represents OHA on various task forces, committees, and external stakeholder meetings, effectively communicating key health care policy issues and initiatives.
  • Manages workflow within the division, including inquiries from interested parties, legislators, the Governor’s office, and other state agencies and health programs.
  • Collaborates with assigned staff to develop strategies and direction for addressing inquiries
  • Leads priority projects as assigned by the OHA director.

Division Leadership/Management

  • Supervises a team of leaders of HPA offices and programs and provides strategic, policy, and problem-solving thought leadership to HPA leaders.
  • Provides leadership on strategic direction of HPA programs in light of budget or operational challenges and in alignment with OHA Director and the Governor’s vision and goals.
  • Leads development of division strategic plan that supports the agency performance system and agency goals.
  • Communicates regularly with HPA staff about OHA and HPA priority issues.
  • The HPA Director manages leaders of five offices within HPA:
    • Director of Health Analytics
    • Director of Health Information Technology
    • Director of Business Operations
    • Director of PEBB and OEBB
    • Director of the Oregon Health Insurance Marketplace
    • Director of Delivery System Innovation
    • Director of Health Policy

Healthcare Policy/Transformation

  • Collaborates with agency leadership (e.g., DCBS) and OHA division directors, such as Public Health, Medicaid, and Behavioral Health directors, to align programs with agency strategic goals and advance state health system transformation goals.
  • Ensures coordination of programs by partnering with other agency leadership and OHA division directors.
  • Represents health care policy and HPA on various issues and initiatives, engaging with external partners, interested parties, the legislature, and the Governor’s office.
  • Serves as a liaison between the organization and external stakeholders, advocating for health care policy initiatives and ensuring alignment with strategic objectives.
