This posting will be used to fill one (1) permanent, full-time position. This position is classified as Management Service and is not represented by a union.

Who we are

The Office of Data Strategies & Operations currently encompasses three units: the Data Strategy and Partnerships (DSP) Team, Compass Data Systems (Compass), and the Business Systems Unit (BSU). Compass is responsible for developing and supporting data systems that are responsive to the needs of the Behavioral Health and Medicaid Divisions, including leading the Compass Modernization portfolio of projects. Compass represents multiple systems that comprise the Behavioral Health data collection systems and the enterprise level OHA Data Environment. The Compass priorities are focusing on continuity of care, improving outcomes, enhancing data quality, breaking down information silos, streamlining reporting, reducing administrative burden, and supporting efficient data collection from providers. Compass’ data and system work supports the OHA efforts to help identify and monitor the elimination of health inequities.

What you will do

This is a management position within the Office of Data Strategy and Operations, Compass Data Systems Team. The ROADS System Manager is responsible for managing policy, operations, data systems and administrative matters relating to the development, implementation, oversight, evaluation, and funding of the ROADS System in the state of Oregon. The ROADS System is the system of record containing behavioral health data for Oregon mental health and addiction clients. Responsibilities of this position include the decommission of the legacy MOTS data collection system.

This position directs resources and operations to achieve outcomes through the management of a team of people and contractors that provide data collection system development and support for the behavioral and mental health programs. These activities include interpreting Federal and State policies to define and prioritize requirements and determine technology strategy. This position coordinates with other programs and groups to develop and implement strategies to reduce the duplicative data collection and administrative reporting burden of behavioral health providers.

The ROADS System Manager manages the strategic direction of the ROADS unit, and provides hands-on guidance, coordination, leadership, feedback, and technical assistance to staff who support broad and diverse functions related to data collection, provider support, and policy development. The position requires strong project management, analytical and interpersonal skills and poise, and will have autonomy requiring exceptional skills in self-direction, as well as navigating complex situations and competing demands.

The position works regularly with other state agencies; contractors and vendors; committees and workgroups; members of the community including community-based organizations; representatives of the health care industry, including CCOs, hospitals, health care providers, clinics; advocacy groups; and other external partners and interested parties.

WHAT WE ARE LOOKING FOR:

Minimum Qualifications

Five years of lead work, supervision, or progressively related experience in Information Technology; OR two years of related experience and a bachelor's degree or higher in Information Technology

  • Experience in advancing health equity, including effective delivery of culturally responsive and inclusive services, evidence of ongoing development of personal cultural awareness and humility, and knowledge of social determinants of health and their impacts on health outcomes.
  • Experience developing, implementing policies and programs at the community, state, and/or national level that promote equity and inclusion and address systemic health disparities, with an emphasis on integrating the voice of consumers with lived experience.
  • Experience in collaborating with diverse populations most harmed by social injustice and inequities; demonstrated ability to build and steward positive, collaborative and partnership-based relationships with diverse community groups including communities of color, immigrant groups, the disability and neurodivergent communities, veterans, older adults, individuals identifying as LGBTQIA2S+ and other communities that have been traditionally marginalized.
  • Specific knowledge of Oregon Administrative Rules and Oregon Revised Statutes, other applicable regulations, and program requirements.
  • Knowledge and experience with Centers for Medicare and Medicaid Services (CMS) waiver and demonstration projects, especially related to IT systems.
  • Experience and knowledge of Oregon's Behavioral Health System and relational landscape of key partners, providers, community based organizations, peer delivered services, and advocacy groups.
  • Knowledge and understanding of the full continuum of behavioral health care, with specific understanding of the cross section between mental health, substance use disorder, community criminal legal system and systemic racism.
  • Knowledge about contracts/interagency agreement administration, procurement, and project management within the context of Oregon state government (e.g. OHA/ODHS) or other complex health services delivery organizations.
  • Experience in financial and budget management, tracking and oversight for larger scale efforts or program / team accountability.
  • Familiarity with varying funding streams for statewide and community investment and value-based payment mechanisms.
  • Specific knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, iterative design, and improvement science; including experience in effectively managing teams and fostering a trusting team culture.
  • Ability to provide organizational leadership to support inter-and cross-agency collaboration and systems-wide changes that facilitate advocacy, equity, and client-centered policies and solutions.
  • Knowledge of information systems development and implementation processes.
  • Understanding of data systems best practices and concepts of data governance and data management, including requirements review, decision processes and models, system testing and acceptance and user training. Experience preferred.
  • Demonstrated experience working in IT systems operations or projects in a management or team lead capacity.
  • Knowledge and experience with the Project Management Body of Knowledge (PMBOK), the Project Management Institute (PMI), industry and technology standards, including Azure Dev Ops (ADOS) best practices, and Agile/hybrid best practices.
  • Knowledge of quality improvement methodologies and metrics within the context of health policy, health systems, and health care delivery settings.
  • Experience using a wide variety of research and evaluation methods, including quantitative, qualitative and mixed methods; demonstrated skill in presenting and articulating the value and relevance of data, research, and administrative studies.
  • Strong communication skills across a variety of forms that demonstrate the ability to facilitate appreciative inquiry, foster trust and transparency, and promote human-centered change management.
  • Experience communicating information, verbal and written, that are accessible to and understood by audiences with different levels of comprehension or interest and that are culturally responsive, inclusive, and appropriate. 
  • Ability to navigate complex relationships; ability to demonstrate collaborative problem-solving skills, consensus-building and solution driven approaches.  Previous experience in alternative dispute resolution, and conflict resolution is valued in this position.
  • Ability to demonstrate successful meeting facilitation with variety of internal and external partners including program-policy-fiscal staff, community members, community groups, government officials and legislators.
  • Advanced Microsoft Excel, Word, PowerPoint and Outlook skillset; and skilled use of collaboration tools such as Microsoft Teams, SharePoint, and Smartsheet.
