Responsibilities



This position is responsible for providing expert technical support (subject matter expertise) to Battelle and Pacific Northwest National Laboratory’s Environmental Protection and Regulatory Programs Group as a Environmental Research Permitting compliance expert. Duties include:

The Environmental Research Permitting specialist oversees and implements a centralized environmental permitting process for PNNL. The incumbent collaborates with researchers on the types of permits needed to support projects and provides schedule and budget for obtaining or renewing permits. The role works closely with the National Environmental Policy Act (NEPA) Program, the Cultural Resources Management Program, the Biological Resources Program and supports PNNL compliance with federal, state, and local permit requirements. This program is managed in accordance with the requirements of the Department of Energy-Pacific Northwest Site Office (DOE-PNSO). The incumbent serves as one of the principal contacts for interface and coordination for environmental permitting with external regulatory agencies; to assure a coordinated, balanced, and fully compliant approach for PNNL activities. Duties include supporting and documenting compliance with regulations and permit requirements and preparing technical reports and procedures. This position will determine the appropriate types of permits required for proposed projects or activities, prepare and review permit applications and submit them to permitting agencies. The position also manages permits within a central, searchable database for research and environmental operations. The role may also serve as a Task Manager providing technical leadership to maintain Laboratory compliance through policy formulation and implementation, providing strategic and detailed technical support to both Research and Development and Facilities and Operations staff. The incumbent will be responsible for making technical and process recommendations of how the environmental permitting programs are implemented, including actions to reduce risk and to improve program efficiency. The position responsibilities involve developing, monitoring, and analyzing program performance to assess the overall status of the PNNL Environmental Research Permitting program. Incumbent will train under the current Environmental Research Permitting specialist and learn the duties of the position in order to successfully implement this program on behalf of PNNL. Incumbent will be required to successfully complete applicable PNNL training courses as assigned.
Qualifications

Minimum Qualifications:

BS/BA and 5 years of relevant experience -OR- MS/MA or higher and 3 years of relevant experience

Preferred Qualifications:

A degree in Environmental Sciences, Biology, Natural Resources Management, or equivalent. Incumbent will be knowledgeable of Federal, State, and local environmental regulations. Knowledgeable of environmental permitting requirements and processes, including, but not limited to, U.S. Army Corps of Engineers Nationwide Permits, Federal permits (e.g., U.S. Forest Service and National Park Service Special Use Permits), and State agency permits (e.g., Hydraulic Project Approval, scientific collection, and land use/access). Strong customer service, leadership and interpersonal skills (e.g., diplomacy, conflict resolution, ability to motivate others, ability to communicate requirements clearly both orally and in writing, team player, responsive to customer needs). Incumbent will show aptitude for detail and accuracy, time-management, and organizational skills. Demonstrated experience with research processes, field research, and related biological/ecological effects from research related activities. Familiarity with related disciplines such as NEPA and biological resources compliance. Working knowledge of Geographic Information Systems (GIS). Demonstrated experience as a leader within multidisciplinary teams for large complex projects; working knowledge of DOE requirements and procedures for compliance.

The position may require some (< 10%) outdoor work, which includes walking uneven terrian, exposure to the elements
