The Department of Revenue Information Services (IS) division currently has a rare and amazing opportunity for a Solution Architect (IT Architecture - Senior/Specialist) .
 
The Information Services Division (ISD) is one of fifteen divisions in the Department of Revenue and is the 3rd largest division in the agency. This Solution Architect position reports to the Chief Architect and will spend the majority of their time matching DOR vision, mission, and goals with contemporary industry solutions that adhere to DOR and State policy and governance, while meeting the needs of identified business problems. This position will be expected to work independently and will research, document, and present solutions to the Chief Information Officer, Chief Information Security Officer, Chief Architect, Senior Managers, Project teams, Executive level management, and represent the Department of Revenue at the state level with governing bodies such as the Office of the State CIO, the Internal Revenue Service, and other governing bodies and oversight. Excellent knowledge of SaaS, PaaS, IaaS architectures, M365, data architectures, development methodologies, working knowledge of modern networking principles, and a good understanding of current security best practices in solution development will be key to this position.

Duties

What you will be doing

You will be responsible for architecting solutions to meet internal and public-facing business needs. This position ensures that technology solutions are cohesive, align with the organization’s technology standards, strategic IT roadmaps, required policy and governance, and which, through close collaboration with DOR business customers, meet the goals and objectives of the business areas.
 
This position also provides technical and organizational leadership to research, analyze and provide recommended technology solutions to meet customer challenges and to promote the delivery of quality services. You will employ effective and reusable application design and software engineering strategies & best practices.

Besides this, you will also be responsible for leading cloud initiatives and use your expertise to drive the development of innovative service offerings that enrich DOR’s Cloud Services portfolio across multiple systems, platforms, and applications.

Often you will collaborate, using enterprise architecture and IT industry standards that defines the broad structure of a system, consisting of its parts, their interrelationships, and other visible properties. It consists of integral units such as business architecture, technology architecture and information systems architecture.
 
Collectively, the Solution Architect ensures that recommended solutions:
Meet stakeholder needs. Align IT with business’ purposes. Integrate all departments. Promote security. Bring about data integrity and consistency. Reduce duplication, is cost-effective and reduce overall IT costs.
You will demonstrate excellent communication with multiple audiences at varying levels and methods to promote transparency in decision-making and adherence to the governance process to ensure that organizational changes are moving in the desired strategic direction, and adhering to established goals and objectives.

P lease Note: This position has the flexibility to work remotely, however the duty station is in Tumwater, Washington and the successful candidate must agree to be able to travel to the duty station with little notice for key meetings or as operational needs dictate.

Qualifications

What we are looking for

The selected candidate will be a resourceful, critical thinker who understands the value of having a broad view of the technology industry, and who can collaborate with a highly technical team to identify, design, integrate, or develop scalable solutions which meet the governance requirements and necessary policy and compliance of public service solutions.

The top candidate for this opportunity will be highly ethical, with the ability to effectively communicate with varied audiences and demonstrate strong analytical skills, in addition to meeting the following qualifications:

Required
Bachelor’s degree or higher in information technology discipline from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent. (Experience in the below areas will substitute for education a year for year on the basis)

AND

Ten (10) years of progressively responsible experience working in the development and design of IT systems, to include: Providing architectural guidance to developers/teams as an Architect or Lead Developer/Engineer. Working across expansive and multiple areas of software, hardware, data security, networking, and integration of diverse technology areas (such as mainframe, Java, C#, Microsoft .Net, and SQL Server, etc. based applications). AND

One (1) year information technology experience that demonstrates knowledge of solution planning, and delivery. 

Proven work experience of one (1) year or more as a cloud architect or expertise in cloud architecture with an understanding of implementation using MS Azure, AWS and/or GCP.

A successful candidate must also demonstrate experience and proficiency in technical problem solving.

Preferred Qualifications:
Master’s degree or post-graduate work in computer science or related field to information technology preferred. Other desirable experiences include: Excellent knowledge of cloud computing technologies and current computing trends. Relevant training and certifications as a Cloud Architect. Develop repeatable cloud reference architecture based on DOR's needs. Proficient in developing highly scalable data centric application and web services architecture.  Understanding of MS sql server and services such as SQL Server Integration Services (SSIS) and Reporting Services (SSRS).  Knowledge of JSON-based RESTful services. Integration skills for legacy infrastructure platforms and technologies.  Proficient in service oriented architecture (SOA), messaging, object-oriented programming concepts, multi-tiered distributed component based technology. Programming Language :C#, .net , COBOL/Natural , Java , HTML5.  Master data management and data quality tools.  Experience with COTS product or SAAS, PAAS and IAAS experience is preferred.
