The Program Supervisor V - Director of Education and Training performs administrative and supervisory work, coordinating all vocational programs and active treatment services for the individuals residing at the Supported Living Center (SSLC). Organizes, plans, and coordinates functions involved in the operation and administration of all active treatment, vocational, recreational, and community inclusion programs to set goals and objectives and ensure they are achieved. Develops, implements and oversees policies and procedures to ensure that programs are of high-quality, adhere to best practices and regulations. Establishes program goals and objectives for the education and training department and uses data to measure performance, taking corrective action when necessary. Maintains a workforce that is appropriately configured, trained, and supported to provide high quality services and provides proper communication and guidance to that workforce. Coordinates quality assurance activities to ensure compliance with standards and applies continuous quality improvement strategies. Participates in an annual State Review with state office staff using Quality Service Review (QSR) and other monitoring tools. Ensures that the facilities vocational programs are implemented in accordance with Department of Labor (DOL), Occupational Safety and Health Administration (OSHA), Workforce Innovation and Opportunity Act (WIOA), and other applicable, required standards. Oversees contracts. Works cooperatively with others. Serves on various committees and performs other duties as assigned. Works under the supervision of the Assistant Director of Programs (ADOP) with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions:
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned. May serve in an on-call status on a rotating schedule as required to meet operational needs of the facility.
Develops, implements and oversees policies and procedures to ensure that the education and training programs which include active treatment, vocational, day program, recreation and community inclusion programs provided in the facility service system are of high-quality, are in compliance with ICF-IID Standards and other external benchmarks, and are based upon an interdisciplinary approach to individualized, person-centered planning. Plans and coordinates the use of all available departmental resources to maximize the effectiveness of programs and services.
Establishes program goals and objectives for the education and training department in conjunction with facility leadership and communicates them to department staff. Develops and approves schedules, priorities, and standards for achieving goals. Participates in the review of proposals for new programs and services. Develops new ideas and techniques for programs and services using creativity and innovation to ensure opportunities exist for individuals to maximize their independence and abilities.
Maintains a workforce that is appropriately configured, trained, and supported to provide high quality services and one that works in harmonious relationships with other departments at the facility. Interviews and hires staff according to established hiring practices. Monitors work performance of department staff and works with staff to develop individual performance goals and expectations. Conducts timely performance evaluations of assigned staff. Ensures that all departmental staff are compliant in training according to HHSC and facility standards. Conducts regular meetings of department supervisors to communicate relevant information and to obtain feedback on program implementation, performance issues and management concerns. Provides guidance to employees in handling difficult or complex problems.
Develops, implements and maintains systems of assessing performance against established standards, including the prudent management of assigned fiscal and financial resources. Implements and oversees data systems and ensures the collection of data in accordance with established guidelines. Tracks, trends, and reports departmental performance to facility leadership. Oversees the development and implementation of a performance improvement system which responds to deficiencies and addresses service concerns in a timely fashion, using data to drive decisions.
Coordinates quality assurance activities to ensure compliance with the Settlement Agreement and Intermediate Care Facility for Individuals with Intellectual/Developmental Disabilities (ICF-IID) Conditions of Participation and applies continuous quality improvement strategies to enhance the care and quality of life for residents served.
Ensures that the facilities vocational programs are implemented in accordance with Department of Labor (DOL), Occupational Safety and Health Administration (OSHA), Workforce Innovation and Opportunity Act (WIOA), and other applicable, required standards. Oversees the procured contracted services related to vocational, day programs, and recreation activities with external organizations, contractors, and businesses. Maintains proficiency in Department of Labor Section regulations regarding minimum wage and utilizes these requirements when submitting and/or receiving bids on contract work. Maintains good public relations with local, inter/intra-state businesses. Develops partnerships with external organizations with emphasis on meaningful vocational services.
Participates in an annual State Review with state office staff using Quality Service Review (QSR) and other monitoring tools. Develops and implements corrective actions in response to State Review findings, as appropriate.
Works cooperatively with Assistant Director of Programs (ADOP), Director of Residential Services and Unit Directors, and others to coordinate active treatment supports and services to the people served by compiling, analyzing and disseminating information and data regarding departmental program indicators and progress. Participates in administrative review activities and committees including Executive Management Team (EMT), Incident Management Review Team (IMRT), Administrative Review team, Critical Incident Team, and other committees as assigned. Participates in special project teams, conferences and meetings as assigned.
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities:
Knowledge, of client protections, active treatment and Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF-IID) regulations.
Knowledge and understanding of long-term services and supports programs and active treatment.
Knowledge and understanding of vocational services programs and supported employment.
Knowledge and understanding of reporting methods and data analysis.
Skill in program development.
Skills in the use of computers, including Microsoft Word, Outlook, PowerPoint, Excel, and Electronic Health Record Systems.
Ability to manage time effectively and prioritize tasks.
Ability to supervise large staffing groups and to build leadership skills in others.
Ability to effectively facilitate meetings.
Ability to develop, establish, and evaluate administrative policies and procedures.
Ability to establish goals and objectives to devise solutions to administrative problems.
Ability to effectively communicate, both orally and in writing, with staff, IDT, and other departments.
Ability to analyze data and develop conclusions, recommendations, or plans of actions.
Ability to assess individual’s needs.
Ability to prepare and administer a budget.
Ability to solve problems, make decisions, and use good judgment when dealing with critical incidents.
