Job Description:
Under the direction of the Children’s Autism and Blindness Services Director, the Children’s Autism Program Manager provides leadership, management direction and program management to support the development of the program and staff. Work involves planning, developing, and implementing policies, rules, quality assurance measures, contract requirements and statewide initiatives. Provides contract administration and managerial work administering the daily operations for the Children’s Autism Program. Manages the maintenance of the program’s electronic case management system in consultation with IT. The Children’s Autism Program Manager supervises the program and contract specialists and works under minimal supervision, with considerable latitude for the use of initiative and independent judgement and decision making. This position provides senior-level programmatic support. Performs related work as directed.
This position is listed with a location of Austin.
Essential Job Functions:
EJF 1. Quality Services: Oversees and develops program rules, policy and quality assurance measures to ensure provision of quality services to children with autism. Serves as the program contract liaison within the agency, department, and contractors. Investigates and resolves disputes with contractors. Maintaining quality services includes the implementation of legislatively determined changes and evaluation of the impact of proposed federal and state laws on program objectives. Reviews and analyzes legislation related to procurement and contract management by assisting with bill analysis. Provides technical expertise and guidance regarding questions related to the service provision. (20%)
EJF 2. Continuous Improvement: Develops strategic plans (long- and short-term) for continuous improvement of the program. Directs and manages the operations and activities of Children's Autism Program contracting, including compliance monitoring and technical assistance. Identifies opportunities for continuous program improvement and makes recommendations to the director to improve operations. Oversees and evaluates quality assurance and compliance monitoring activities for the program to ensure program goals are met. (25%)
EJF 3. Contract Planning: Oversees the scope of work, specifications for new and existing contracts, processing of contract documents, interpretation of state and federal procurement requirements, monitoring, and other contract administration operations for the Children's Autism Program. Develops program contracting monitoring and improvement plans, incorporating specific service delivery considerations and manages the proposed contract budget, allocations, and specific guidelines. (20%)
EJF 4. Maintenance of Program: Oversees and develops statewide initiatives to improve program services including the provision of autism services through a statewide network of contractors and the maintenance of the Texas Autism Research and Resource Center. Provides input into the overall program budget and oversight of expenditures. Oversees computer and management information systems, system development and testing, systems implementation, and systems integration into the contract and monitoring processes for the Children's Autism Program. Oversees the development and maintenance of the system user guide, reporting and data analysis needs of the program. (15%)
EJF 5. HR: Provides effective supervision, evaluation, guidance, coaching and development to program staff. Evaluates the effectiveness of staffing levels for the Autism team. (10%)
EJF 6. Stakeholder Relations: Maintains and builds relationships with key stakeholders to include the Texas Association of Behavior Analysts, Texas Higher Education Coordinating Board, Texas Workforce Commission, Texas Education Agency, consumer advocacy groups and other national, state, and local groups with a focus on serving the autism population. Represents the program at internal and external meetings. (10%)
