Position Summary & Responsibilities

Position Summary:

The incumbent of this position receives general direction from the supervisor and is expected to establish plans, develop methods and schedules for completion of the work within the guidelines established by state and federal statutes and regulations, agency policies and procedures.

Job Responsibilities may include but are not limited to the following:

Recruitment

Directs and develops recruitment for the Kansas Department for Aging and Disability Services (KDADS) agency. Manges the states and agency’s approval process regarding classified and unclassified vacancies. In conjunction with the HR Coordinator and Recruitment Coordinator, vacancies are entered into SHaRP or other recruitment site as needed and requested. Vacancy questions are responded to in person, over the phone or via email. In conjunction with the HR Coordinator and Recruitment Coordinator, applications are processed according to State, DofA, and agency guidelines. Serves as one of the agency’s EEO Representative for agency interviews. Reviews all agency recruitment forms for accuracy and completeness. Electronically files all recruitment paperwork in KDADS HR recruitment filing system. In addition, after a candidate is hired the incumbent sends regret notifications and closes the posting.

Position Descriptions

Develop, review, and modify position descriptions for unclassified/classified agency and KDADS umbrella facilities. Assist with conducting on-site job audits of any position in question at Central Office or at the KDADS umbrella facilities. Incorporate accurate, concise language into position descriptions to facilitate classification by the Office of Personnel Services/Human Resources, and as basis for recruitment, performance management process review, and agency staffing. Analyze completed position descriptions and determine probable classifications.

Submit position descriptions and supporting documentation to the Office of Personnel Services/Human Resources for classification. Compile and present documentation to support classification levels requested. Answer questions relative to their review or serve as liaison between the Office of Human Resources and the position’s supervisor to be sure questions are answered accurately and completely. Instruct agency supervisors in the use of methods and terminology to write position descriptions that are clear, concise, and accurately describe the duties being performed.

Training Opportunities

Contact person for the Kansas University (KU) Supervisory training conducted for supervisory staff. Coordinates with KU staff on dates for training. Assists the four State Hospitals in submitting qualified employees for the training. Submits and signs for invoices and contracts.

Manages the KU Certified Public Management courses as well as Emerging Leaders Academy (ELA) courses. Researches, directs, and leads the committee for selecting applicants for the two programs. Selects the screening criteria mechanisms for equality among all applicants who apply. Serves as the EEO representative on the committee.

Manages any new training opportunities at KDADS also.

Training

Identifies training needs in the areas of recruitment, position description writing and performance reviews. Conduct, develop, and present training to agency supervisors and staff to increase awareness of HR processes and assist participants in skill development relative to these topics. Researches, develops, organizes, and conducts training programs for consistency throughout KDADS. Delivers Training of Trainers sessions with training staff at hospitals to ensure consistency. Writes material for new training programs; reviews, evaluates and modifies existing and proposed programs; recommends appropriate changes. Ensures training is compliant with state regulations and agency policy.

Unclassified Positions

Reviews and submits unclassified position requests to the Department of Administration (DofA) for approval. Determines from the position description, unclassified submission documents, and budget approval how to proceed with what submission process is needed for unclassified positions.

Kansas Learning and Performance Management Process (KLPM)

Administrator of the KLPM system as well as the Training Management System (TMS). Enters customers not listed in the KLPM system to have access to trainings. Manages new or current trainings in the TMS system.

Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.

Qualifications

Minimum Qualifications :

Two years of experience in planning, directing, organizing, managing, or administering personnel or human resources functions. Education may be substituted for experience as determined relevant by the agency.
