Public Works Administration is seeking an individual with a broad base of IT experience to manage the Public Works IT Business Services and Support Services teams whose focus is delivering and maintaining business focused sustainable IT solutions. The position will support the BIO and assist in technology planning, strategic planning, vendor management, adaptive IT Governance and strategic portfolio and project management.

Public Works IT (PWIT) is the line-of-business IT team strategically embedded within Public Works Administration that facilitates and supports IT and data solutions that are Public Works specific. PWIT is part of the overall IT service delivery model for Hennepin County and partners with the Hennepin County IT department, other distributed services teams, and the Public Works business line to deliver comprehensive IT services.

Location and hours:
This position is hybrid and will be performed both onsite at 1600 Prairie Drive Medina, MN 55340, and remote as job duties require. This position will be required to work at the Public Works Facility in Medina or other locations as needed. Work hours will be Monday through Friday, 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:
Manage and direct the Business Service and IT Support Services Teams; select, develop, and train subordinate supervisors and staff; coordinate, assign, and review work of subordinate staff.  Work with and support the BIO in adaptive IT governance, strategic planning, resource planning, recommend polices and procedure and execution of strategic and complex projects that align with strategic goals for the business line; contribute to workforce development strategies. Manage the Public Works IT application portfolio, align support, SLA’s, and improve performance of critical systems. Manage the business line’s IT project portfolio that includes assigning and managing IT staff in all activities of small and large projects. Manage technology road maps and develop proposals for technical solutions. Manage vendor relationships for vendor hosted systems which includes vendor management and road map planning of future enhancements. Guide and advise on IT best practices, enterprise process/policy, system support, security and technology integrations. Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.
Need to have:
 One of the following:Bachelor's degree or higher in computer science, management information systems (MIS), or an approved related field and five or more years of experience as an IT specialist within the last seven years; two of which were at the IT supervisor level.Associate's degree in approved related field or certification in an IT program and seven or more years of experience as an IT specialist within the last nine years; two of which were at the IT supervisor level.Nine or more years of experience as an IT specialist within the last eleven years; two of which were at the IT supervisor level.
Nice to have:
Certifications in PMI, Agile, and/or ITIL. Experience: Managing, supervising, mentoring, and/or directing IT professionals and support staff.In contract and vendor management, budget and resource planning, and governance processes.In DevOps, Agile project management, business analysis, and business process improvement solutions.Managing support services and business services teams.Managing medium to large business IT projects.Implementing solutions for data driven decision making. Knowledge of:IT best practices, IT support processes, agile methodologies/frameworks, organizational applications, technology integration, security concepts, virtual and cloud concepts, and data continuity.IT Service Management, data and analytics, and SDLC. Ability to:Lead diverse teams and use disparity reduction and racial equity lens to data solutions.Organize and plan work effectively; establish and maintain effective working relationships.Coordinate the work activities of professional IT staff.Communicate effectively through written and in-person presentations.Work across organizational boundaries, to help lead and influence change. Experience or education around addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity, differing ability equity.
