Function

The Security Operations Supervisor oversees the implementation of security requirements at CLT Airport, as stipulated in the Airport Security Program (ASP) and accompanying federal, state and local regulations. This Supervisor develops, supervises, and participates in airport security and incident response activities of the Access Control Officers (ACO) and Security Operations Officers (SOO). The role may also supervise the work of Airport Trusted Agents in the Credentialing Office.

Summary

The Security Operations Supervisor must operate within established policies, regulations, and procedures in a dynamic, high paced airport environment. This position requires the ability to multitask, prioritize responsibilities, establish, and maintain effective working relationships with emergency response, law enforcement, internal personnel and business partners while representing the Airport and the City of Charlotte in a professional, customer service focused manner.

Major Duties and Responsibilities

1. Act as the primary point of contact and subject matter expert for security and other related incidents. 2. Oversee the appropriate response and complete investigation of all actual and potential security breaches. 3. Act as primary member of the Security Notice of Violation Review Committees.4. Complete security related audits to airport infrastructure and tenants.5. Oversees airport security related activities at gates and loading docks involving pedestrian and vehicular traffic. 6. Oversees security response to alarms, medical and other calls for assistance and incidents on Airport property per appropriate protocols.7. Ensures violations issued by subordinates are compliant with departmental, local, state, and federal rules, regulations, laws, and security directives. 8. Provide assistance to tenants, contractors, the traveling public and Airport employees.9. Establish and maintain effective working relationships.10. Act decisively and exercise independent judgment within established rules, regulations, and procedures, to ensure the safety of persons and security of property. Respond calmly and effectively in emergency situations. Maintains situational awareness and takes appropriate action in response to potential hazards.11. Liaise with other agencies, organizations, and departments to enhance security posture and incident response effectiveness.12. Communicate effectively verbally and in writing, including operating radio equipment.13. Manage logistical requirements and other collateral assignments associated with a medium sized fast paced organizational division.14. Maintain accurate records and produce succinct detailed reports. SUPERVISORY RESPONSIBILITIES1. Supervise and participate in the work of Security Operations Agents, Security Operations Coordinators, and Airport Credentialing Officers, including organizing shift resources, assigning tasks, training, scheduling, conducting performance reviews, and relaying and following complex oral and written instructions.2. Conduct interviews, background checks and select qualified candidates, as required to fill vacant positions in a timely manner.3. Review and edit submissions of subordinates.4. Oversee the interaction of Credentialing officers with CLT customers to process various security-related background checks including fingerprinting, employee vetting and issuance of employee identification badges. 5. Oversee administration of training for employees who access secured areas and drive on the AOA. Maintain accurate records and produce reports

Knowledge, Skills & Abilities

• Knowledge of applicable rules, laws, ordinances and security regulations, or ability to obtain such knowledge within 30 days of hire.• Ability to effectively utilize a standard desktop computer and common software functions.• Strong interpersonal skills and the ability to foster effective working relationships with numerous internal and external airport stakeholders.• Skills to participate in the work and effectively supervise employees who monitor secured areas, direct traffic, complete reports and issue citations.• Ability to evaluate and recognize changing threats and requirements and adjust limited resources as necessary while responding to situations in a calm and efficient manner.• Ability to be clearly understood over radio communications.• Ability to verbally communicate clearly and effectively with diverse populations.• Ability to deal courteously and firmly with the traveling public, persons operating vehicles on airport roadways and those seeking access to secured areas.• Ability to represent the airport in a professional, positive manner and provide exceptional customer service to the traveling public, tenants, co-workers and others.• Ability to effectively communicate in writing, complete paperwork, edit subordinate’s work and generate reports.• Must demonstrate strong situational awareness and be able to work in a fast-paced environment. PHYSICAL REQUIREMENTS:- Must be able to supervise and participate in the work of ACOs and SOOs, and credentialing officers which may include working outside in the elements or inside of the secured areas within the terminal. - This position requires a high level of physical ability including flexibility, strength and the agility to carry out security duties. - May be exposed to chemicals, fumes, solvents, machinery, moving objects/vehicles, dust, slippery/uneven surfaces, excessive noise and inclement weather. - Must be able to perform inspections on foot and in a vehicle.

Preferred Qualification

Bachelor’s degree in Aviation Management/Administration, Business Administration, Public Administration, Criminal Justice or a field related to aviation plus three years of experience; or Associate degree in Aviation Management/Administration, Business Administration, Public Administration, Criminal Justice or a field related to aviation plus five years of experience. Work experience should be in Airport operations or security with supervisory responsibility in at least a non-hub or small hub air carrier airport, general aviation airport or military facility; familiarity with CLT preferred. Knowledge of 14 CFR Part 139 regulations.

Minimum Qualifications

High School Graduate or Equivalent and seven years related work experience

OR

Associate's Degree and five years related work experience

OR

Bachelor's Level Degree and three years related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
