Job Description:
Under the supervision of the Child Care Regulation (CCR) Deputy Assistant Commissioner (DAC) of Regional Operations, the Senior Program Analyst performs highly advanced (senior-level) policy analysis, consultation and technical support to CCR. The Senior Program Analyst provides support for the development, analysis, and implementation of proposed legislation and initiatives as they relate to CCR. The Senior Program Analyst identifies and develops communication policies and protocols that are consistent across Child Care Regulation and coordinates the development, review, and implementation of all CCR internet and intranet communications. The Senior Program Analyst assists in conducting, prioritizing and supports performance improvement tasks/projects by gathering and analyzing program performance data, determining trends, and conducting needs assessments. The Senior Program Analyst serves as liaison for internal and external audits, for media and open records requests on high-profile situations/investigations, and with Texas Workforce Commission and USDA Child and Adult Care Food Program (CACFP). The Senior Program Analyst serves as a member or interacts with and provides policy information to internal agency staff and external stakeholders such as child care providers, advisory committees, other state agencies, and other professional and community groups. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

In the duties outlined above, this position may be responsible for overseeing and reporting to management the work of other staff.

Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or directly supporting the CCR disaster and crisis response coordinator and responds to legislative, provider and stakeholder concerns and requests for information.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Consults with and provides high-level technical assistance to regional and state office CCR staff and management, other agency programs, other governmental agencies, and the general community about childcare and childcare licensing. As part of this work, leads and serves as a member on workgroups, coordinates with internal and external stakeholders, promotes consistency, provides expertise on Child Care Regulation, and collaborates with program staff. May be responsible for overseeing and reporting on the work of other staff. (30%)

Assists in conducting, prioritizing, and supporting performance improvement projects such as new and innovative rules, policies, procedures, and practices for the CCR program. Analyzes data, trends, and other reports to identify and plan improvements to the CCR program. Ensures policy compliance by identifying and solving policy compliance issues. (30%)

Develops and identifies communication policies and protocols for CCR Regional Operations. Assists leadership in collecting, organizing, analyzing, and preparing material in response to high-level internal and external requests for information and inquiries from elected officials and the media. Also facilitates communication with other state agency staff, childcare providers, professional and community groups, and other external stakeholders. (15%)

Analyzes information, including legislation, law, rules, and agency policies and procedures, for the impact on Child Care Regulation and the childcare industry. Coordinates the implementation of legislation and major program initiatives by serving as the lead for legislative implementation which requires coordination with director-level and executive-level staff, legal, internal and external stakeholders, other agency programs, other governmental agencies, and the general community. (15%)

Through continuing education, employee has maintained current knowledge of child development, regulatory practices, health and safety, applicable law and rule, and related fields to support the mission of CCL. (5%)

Knowledge Skills Abilities:
- Knowledge of rules, policy and procedure, and laws relating to Child Care regulation

- Knowledge of statistical analysis processes

- Knowledge of program planning and implementation

- Ability to gather, assemble, correlate, and analyze facts; devise solutions to problems and prepare concise reports
