Our Construction Division is excited to announce an opportunity to serve as a Program Consultant Construction in the NOI/Claims Section. This position is located in Central Office in Richmond, Virginia.

The selected candidate will be responsible for:
•Functional Oversight: Provide input and assist in the development of contract specifications for administration and implementation of VDOT’s construction program. Process, analyze, and provide recommendations on resolution of contractor claims in accordance with applicable laws and contract provisions. Analyze and provide recommendations to construction project administrators, managers, and staff on various contract administration issues. Work with the Attorney General’s Office on various legal matters.
• Project Delivery: Provide guidance and interpretations to VDOT and other local and federal agencies. Make decisions on contractual issues and assist with solving problems. Serve as technical expert and authority in specialized areas of law and legal analysis.
• Partner with Internal and External Customers: Maintain open communication with VDOT staff, to identify actual and potential problem areas. Track program success and lessons learned. Perform statistical and analytical reviews to identify policies or procedural changes to strengthen program. Draft, obtain approval for and implement policies.
• Training Initiatives: Partners with the Learning Center to identify target audience, topics, and training based on established needs and available courses. Also works through industry associations to extend training to contractors, subcontractors, or suppliers. Prepares training, arranges training sessions, leads training, or arranges for instructor with the goal to improve performance, proficiencies and reinforce compliance with Department schedule and policy and specifications. Obtains feedback from attendees and establishes performance metrics to gauge training effectiveness.
• Construction Policy and Specifications: Provide analysis, impact statements, and memoranda on proposed and final changes to federal or state laws and regulations determine fiscal and programmatic impacts on the Construction Division program for internal use or for submission to the state or federal government.

Minimum Qualifications

• Knowledge of local, state, federal transportation laws, rules, regulations, policies and programs impacting highway construction.
• Knowledge of state consultant procurement regulations.
• Ability to direct complex construction functions located statewide, to strategically lead intricate programs and projects.
• Ability to communicate effectively orally and in writing with diverse audiences to include delivering presentations, conducting meetings, developing training materials and conducting classes.
• Skill in the use of computers and software applications.
• Ability to develop policies, procedures to include ensuring implementation of progressive state-of-the art methodologies, practices, and procedures.
• Working knowledge of statistical and analytical modeling methods.
• Knowledge of theories, principles, practices of cost management, scheduling, construction management, project management and design.
• Ability to read, interpret construction plans, specifications, contracts, and procedures to assess construction costs.
• Ability to administer functions related to budget management, financial oversight, statistical reporting, and staff development.

Additional Considerations

• A combination of education, training, and experience in Engineering, Business Administration, Construction Management, or related field desired
• Possess a PE license and AACE PSP, CCC, CCE or EVP certifications.
• Possess law degree and a license to practice law in Virginia.
• Skill in the use of software applications to include MS Office, Excel, Adobe, ProjectWise, and AASHTOWare applications, as well as Primavera Project Management software.
• Ability to gather and analyze data and prepare reports.
• Ability to make sound decisions in difficult situations.
• Knowledge of applicable local, state, and federal laws, rules, regulations, policies and programs, including procurement, public contract, civil rights, and wage laws.
• Ability to work independently in a fast-paced environment, a diverse workforce, and manage multiple assignments.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.
