Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Office of Environmental Programs, Environmental Sciences Division, Biological and Social Sciences Branch in either Sterling, VA, Jefferson, LA, Camarillo, CA , Anchorage, AK or remote location.

This position is being advertised as both location negotiable after selection and with a duty station(s) of Sterling, VA, Jefferson, LA, Camarillo, CA or Anchorage, AK with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval".

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1.) Oversight and support of studies, assessment and policies associated with fisheries biological and managerial impacts resulting from offshore conventional and renewable energy and mineral exploration and development activities with respect to marine fish and shellfish.
2.) Oversees the coordination, planning, budgeting, and execution of BOEM fisheries initiatives at the headquarters level to ensure that they meet the overall mission of the Bureau.
3.) Review Regional Studies Development Plans for fish and fisheries research.
4.) Formulates, develops, and recommends national policies, standards and procedures relating to the planning, design, implementation, and conduct of fisheries research, and monitoring.
5.) Develops project plans, statements of work, procurement packages, evaluates proposals, and monitors contractor performance on projects that are national in scope.
6.) Reviews statements of work, requests for proposals, proposals (solicited and unsolicited), draft and final reports, and other project deliverables for technical adequacy, programmatic consistency, and cost effectiveness.
7.) Maintains broad knowledge on the various regional plans, policies and stakeholder groups responsible for fisheries management research on a national and international level and recommends the national priority of projects.

The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information

Sterling, VA:
GS-13: $117,962 (Step 1) - $153,354 (Step 10)

Camarillo, CA:
GS-13: $120,246 (Step 1) - $156,323 (Step 10)

Anchorage, AK:
GS-13: $116,811 (Step 1) - $151,858 (Step 10)

Jefferson, LA:
GS-13: $103,409 (Step 1) - $134,435 (Step 10)

Virtual Location:
The GS-13 salary range starts at $88,520 per year. Locality pay would be set after selection.

First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.

(1) Basic Educational Requirements:

In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:

A. Degree: major in biological science that included: At least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and At least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.) OR

B. Combination of education and experience: courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education.

(2) Specialized Experience (Must be equivalent to the next lower grade level for which you are advertising)

To qualify for the GS-13 , you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1.) Designing and implementing research related to biological resources.
2.) Preparing and reviewing biological surveys or reports.
3.) Preparing technical or scientific analyses related to fish and fisheries.
4.) Conducting analysis or preparing documentation under NEPA, ESA, and MSA.
