The state supported living centers serve people with intellectual and developmental disabilities who are medically fragile or who have behavioral problems. The centers provide campus-based direct services and supports at 13 centers located throughout the state.

Under the direction of the Associate Commissioner for State Supported Living Centers, the State Supported Living Center (SSLC) Director performs highly advanced and complex duties for the effective oversight and administration of all program and services at the SSLC. SSLCs provide 24-hour residential services, comprehensive behavioral treatment services and health care services, including physician services, nursing services and dental services. Other services include skills training; occupational, physical and speech therapies; vocational programs; and services to maintain connections between residents and their families and natural support systems. By directing the multi-faceted workforce, the SSLC Director oversees the day-to-day operations of the SSLC, ensuring the effective integration of all program activities, as well as ensuring a safe, comfortable and homelike living environment. The SSLC Director sets the vision, strategic direction and oversees business functions for the SSLC and effectively communicates that vision with SSLC leadership and staff, individuals residing at the SSLC, their Legally Authorized Representatives (LARs)/guardians, and other stakeholders. Through the SSLC’s leadership team, the SSLC Director oversees and ensures recruitment, retention and effective deployment of the SSLC’s large and diverse workforce to accomplish the vision. The SSLC Director leads the SSLC with integrity and transparency, establishing goals and objectives and developing standards for achieving established goals, and developing guidelines to fairly administer and enforce policies, procedures, rules, and regulations. The SSLC Director identifies risks and other areas for improvement within the SSLC and directs, coordinates and oversees quality improvement plans. The SSLC Director must have a deep understanding of requirements of the Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID) program, and skill in developing and implementing innovative approaches that provide efficient and effective program and services for individuals residing at the SSLC as well as fair and accountable working conditions for employees. The Director exercises considerable independent judgment in the performance of duties within established laws, regulations, standards, rules and agency policies of the Health and Human Services Commission (HHSC). Serves on workgroups/committees to enhance stakeholder partnerships and provides input to HHS executive leadership to influence change. Essential Job Functions:
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned. May serve in an on-call status on a rotating schedule as required to meet operational needs of the facility.

Administers the organization and operation of the SSLC so that it functions efficiently and effectively and executes the Assistant Commissioner’s goals and guiding principles for all SSLCs. Provides overall program vision, leadership and strategic direction to the SSLC. Establishes and communicates the future direction and operational objectives for the SSLC, develops processes that facilitate accountability and provide meaningful and objective feedback to all stakeholders on progress toward the achievement of SSLC goals and objectives. Uses leadership and teambuilding skills to motivate SSLC staff in multiple departments, and with sometimes competing priorities, to work toward common objectives and goals.
Maintains a diverse workforce that is appropriately configured, trained, and supported in its mission to provide quality customer services. Directly supervises the SSLC executive leadership team including the Assistant Director of Administration (ADOA), Assistant Director of Program (ADOP), Chief Nurse Executive (CNE), Quality Assurance Director, Medical Director, Director of Incident and Risk Management (or equivalent), Special Project Coordinator, Staff Development and Retention Specialist and directly or indirectly supervises other program areas such as Chaplaincy Services, Human Rights, Volunteer Services/Community Relations, and Settlement Agreement coordination. Performs managerial functions including hiring, assigning work, completing performance evaluations, recommending personnel and disciplinary actions, and oversees this work performed by others.
Directs planning, implementation, coordination and evaluation of SSLC policies to promote innovation, best practices, effective program administration and service delivery. Assures the timely development and approval of local policies that reflect standards, rules, laws and agency policies, as needed. Assures continuous certification of the facility as provider of ICF/IID services consistent with the program’s conditions of participation. Directs and oversees the implementation and monitoring of the terms of the Settlement Agreement with the U.S. Department of Justice, as well as on-going compliance with the terms of the Agreement.
Ensures the health, safety, care, training and treatment provided meets the needs of the individuals served and reflects professionally accepted standard of best practice. Assures a system is maintained to effectively assess service delivery and compliance with HHSC policies and procedures, ICF/IID conditions of participation and other applicable rules/laws. Directs plans of correction and quality improvement plans. Assures all systems are implemented for data and records management.
Directs processes which oversee the admission and discharge of residents in compliance with all federal, state and facility-specific laws, rules and regulations and ensure that the civil rights of residents of the center are protected. Assures the Incident Management system is effectively implemented to ensure the health, safety, and welfare of all residents. Ensures that the residents’ family members and/or LARs and all other required entities are notified of serious events timely and accurately, as appropriate.
Reviews fiscal data with subject matter experts. Manages and administers the SSLC’s fiscal resources so goals and objectives are achieved in a cost-effective manner. Identifies the need for, then directs and oversees repairs and improvements to the SSLC, ensuring that funds are spent judiciously and economically.
Leads the development of partnerships with stakeholders. Serves as an active and cooperative partner with state, and community stakeholders including, but not limited to: federal, state and local entities, intellectual disability authorities, provider organizations, family advocacy organizations, faith-based organizations, Volunteer Services Council, business owners, LARs and the individuals served and the general public. Serves on assigned committees and boards. Represents the SSLC in a variety of settings, including before HHS leadership, on various boards, task forces, and committees, and with stakeholder groups. Directs the SSLC response to legislative inquiries and/or public information request, as assigned.
Contributes as a member of the SSLC senior management team, assisting the Associate Commissioner and other agency executives in meeting the Health and Specialty Care System (HSCS) and Agency goals. Influences major program management decisions impacting SSLCs. Accordingly, provides information and suggestions to SSLC and HSCS leadership on trends, proposed changes to policies and procedures and the impact such changes have to safety, program and services, the workforce and persons served.
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities:
Knowledge of local, state, and federal laws related to the program area to include Intermediate Care Facilities/Individuals with Intellectual Disabilities (ICF/IID), Texas Administrative Code (TAC), HHSC policies and procedures related to State Supported Living Centers, and the Department of Justice Settlement Agreement.
Knowledge of and experience in ensuring the provision of quality services, treatment, training and supports for individuals with intellectual and developmental disabilities.
Knowledge of and experience leading and supervising large numbers of employees.
Knowledge of public administration and management techniques.
Knowledge of provider services operations within State Supported Living Centers and HHSC services including the Agency's strategic plan, policies, ICF-IID standards, programs, and critical issues
Knowledge of and experience in the development and implementation of an operational plan for a large organization.
Ability to and experience in developing effective partnerships with family members, advocacy groups, professional organizations, and the general public.
Ability to and experience in developing and deploying policies to govern the operation of an organization.
Ability to represent the agency before various groups and to work effectively with state and local officials and community leaders, and the media.
