Job Description:
The Government Relations Specialist II is part of the Texas Health and Human Services (HHS) Office of Inspector General (OIG). The position performs advanced (senior level) research, policy analysis, consultative services, legislative, and government relations work. Participates in OIG activities related to the legislative session, including analyzing and tracking legislation, monitoring, and reporting on legislative hearings, tracking implementation of legislation, and educating staff on the legislative process. Conducts or coordinates research and analysis related to fraud, waste, and abuse in health and human services programs, and prepares executive-level reports or summaries. Interprets state and federal legislation, laws, regulations, rules, policies, and procedures. Collects, organizes, analyzes, and prepares materials in response to requests for information and reports. Works under minimal supervision with extensive latitude for use of initiative and independent judgment. Essential Job Functions:
(40%) Coordinates and participates in OIG activities related to the legislative session and interim committee activities. Responsible for the development of OIG exceptional items and legislative initiatives. Work includes monitoring, tracking, and reporting on legislation, legislative agendas, and hearings (session and interim), and meetings with legislators, legislative staff, and other legislative liaisons. Conducts bill analysis and coordinates with staff related to proposed legislation. Coordinates OIG interaction and testimony before legislative committees. Prepares report summaries of meetings and hearings. Prepares reports on newly enacted laws and pending state and federal legislation. Coordinates responses to or communication with legislative, state agency, or other external stakeholders.

(20%) Develops OIG protocol and procedures for analyzing and tracking legislation, developing fiscal notes, coordinating with other OIG and HHSC divisions, responding to legislative inquiries, and communicating with legislators, legislative staff, state agencies, other external stakeholders, and HHSC External Relations Division.

(20%) Plans, implements, coordinates, and evaluates OIG program policies, procedures, guidelines, rules, and regulations. Assures coordination and consistency of policy development within the OIG and with HHSC. Monitors compliance with federal and state law.

(15%) Assists with developing, conducting, and evaluating legislative and stakeholder communication training to OIG staff.

(5%) Attends work on a regular and predictable schedule in accordance with agency leave policy. Performs other duties as assigned. Keeps manager informed as required or as necessary.
Knowledge Skills Abilities:
Knowledge of the State of Texas legislative processes and initiatives and state government administration.
Knowledge of local, state, and federal laws and regulations relevant to Medicaid and other Health and Human Services programs.
Knowledge of state and federal laws and regulations relating to the OIG.
Knowledge of theories of waste, abuse, and fraud as it relates to health care programs and/or the Medicaid program.
Knowledge of HHSC program and policy planning, development, implementation, and interpretation.
Ability to analyze, prepare, and write correspondence, policies, white papers, and briefing documents, and to make recommendations.
Ability to analyze issues, work under pressure, and meet close deadlines.
Ability to communicate effectively.
Ability to make independent judgments, organize, and set work priorities.
Ability to develop, implement, interpret, and evaluate policies and procedures.
Ability to manage activities, establish goals, and objectives.
Ability to gather, assemble, correlate, analyze facts and devise solutions to issues/concerns.
Ability to use personal computers and related software.
Ability to function as a team member.
Skill in managing multiple, sometimes conflicting priorities, without jeopardizing deadlines and desired outcomes/milestones.
