Job Description:
Under the supervision of the Environmental Epidemiology and Disease Registries Section (EEDRS) Medical Research Specialist, the Research Specialist IV performs advanced (senior-level) research work for the Texas Wastewater Epidemiology and Surveillance Program. The Research Specialist IV collects, prepares, and manages data on pathogens detectable in wastewater (e.g., SARS-CoV-2, respiratory syncytial virus, influenza, etc.) for analysis. Conducts analyses related to the prevalence of pathogens in wastewater and corresponding health indicator data, including correlations and forecasting. Develops data quality assurance procedures and conducts quality assurance reviews of wastewater epidemiology and surveillance data. Prepares or assists in preparing wastewater epidemiology and surveillance reports, presentations, and publications. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position is suitable for up to three days of telecommuting per week, where appropriate/feasible. Essential Job Functions:
(30%) Collects, prepares, and manages data on pathogens detectable in wastewater (e.g., SARS-CoV-2, respiratory syncytial virus, influenza, etc.) for analysis. Processes wastewater data, which includes normalization by population size, wastewater flow rates, and fecal viruses. Obtains pathogen-specific health indicator data (e.g., clinical cases, hospitalizations, syndromic surveillance). Maintains data within RedCap and develops related data dictionaries. Submits wastewater data to the National Wastewater Surveillance System (NWSS) Data Collation and Integration for Public Health Event Response (DCIPHER) using RedCap on behalf of Texas submitters.

(25%) Conducts analyses related to the prevalence of pathogens in wastewater and corresponding health indicator data, including correlations and forecasting. Analyzes and interprets wastewater data to determine trends and associations with health indicator data using scientifically valid methods, appropriate databases, and advanced statistical software (e.g., SAS, Tableau, ArcGIS Pro).

(20%) Develops data quality assurance procedures and conducts quality assurance reviews of wastewater epidemiology and surveillance data. Conducts high-level quality checks of wastewater data submissions from Texas entities. Optimizes protocols for data timeliness and quality. Works with implementing partners to evaluate existing standard operating procedures and workflows for data management, including normalization and timeliness. Works with DSHS IT staff to evaluate and implement automated system-to-system data transfer to the NWSS DCIPHER portal to facilitate streamlined reporting.

(20%) Prepares or assists in preparing wastewater epidemiology and surveillance reports, presentations, and publications. Contributes to investigation reports and summaries for professional and community audiences. Delivers presentations at professional conferences, meetings, and summits. Develops or assists in developing peer-reviewed manuscripts.

(5%) Performs other duties as assigned and could include, but is not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery, or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Assists in grant writing as needed. Assists with the development of data-sharing agreements as needed. Knowledge Skills Abilities:

Ability to plan, organize, and administer research and surveillance projects.
Ability to clearly and concisely express technical ideas and information, and to effectively communicate—in writing, speech, and nonverbally—to a broad variety of audiences.
Ability to balance multiple, competing program demands.
Ability to interpret and abide by programmatic and departmental policies and procedures.
Ability to work independently and within a team structure.
