Job Overview:

This position is within the Water Rights Data Quality and Standards Section. This position is responsible for oversight and quality control of the program.Duties include statewide program direction and monitoring; develops and conducts training for bureau and regional staff, sets priorities and performance measures, evaluates performance and quality of work, distributes policies, performs data management functions, and performs a variety of duties related to the efficient operation of the program in meeting the goals of the bureau. The position reports to the Program Supervisor.

Essential Functions (Major Duties or Responsibilities):

Quality Control and Assurance:

Provide technical assistance, training and information to regional staff, Water Resource Supervisors, Regional office managers and bureau chief regarding regional office operating standards, program policies and procedures, legal issues, technical processes including GIS mapping and water right database application, data interpretation, and administrative practices and their application in various circumstances.  Recommend, develop, and conduct training for personnel concerning water rights program procedures and techniques.

Monitor and Coordinate Work Progress: 

Monitor the quality of work of the regional offices to ensure adherence to statute and guidance are met. Set performance measures and evaluate work performance of the program staff. Resolve problems and disputes that may arise in the coordination of the work progress

Other Duties as Assigned: Perform a variety of special projects, including conducting administrative hearings, attending trainings and continuing education, and representing the programs at conferences, meetings, and other events as assigned by the bureau chief. This involves tasks such as assisting in budgeting and bureau planning activities, assuming aspects of bureau management responsibilities in the chief's absence, assisting in the development and testing of computer programs.

Minimum Qualifications (Education and Experience):

Bachelor’s degree in business or related field. Prefer environmental sciences, natural resource management, or a related field. Three years’ (four preferred) experience in water resource administration including water rights, teaching, database structure, development, analysis and testing, program evaluation, and policy development. Other combinations of education or experience may be substituted.

Preferred knowledge: 

Knowledge of the principles and practices of natural resource management and program administration. Knowledge of Montana adjudication process. Knowledge of Montana Supreme Court water right claim examination rules, the Montana Water Use Act, the Water Rights examination manual, and court orders; knowledge of Montana Code Annotated and Administrative Rules of Montana. Knowledge of the records program for document storage and retrieval; program goals and objectives; GIS technology; water right data base; Montana water law as contained in the historical court orders, case law, and Attorney General Opinions; irrigation and water management practices, methods, and design; water use practices in Montana such as domestic, stock, mining, municipal, commercial, and hydropower. Knowledge of personal and mainframe computers and program software applications. 

SPECIAL INFORMATION: 

Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months. Applicants must be able to climb embankments, walk on uneven surfaces for up to a mile and crawl through confined spaces such as siphon pipes. Selected candidate may be eligible to receive relocating expenses per DNRC Moving and Relocation policy.

ELIGIBILITY TO WORK: In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States. Examples of such documentation include a birth certificate or Social Security card along with a driver’s license or other picture I.D., or a U.S. passport, or a "green card".
