CPS Service Program and Regional Operations Support Administrator (SPA/ROSA) Manager IV
This position works under the direct supervision of the Child Protective Services (CPS) Regional Director and performs advanced and complex (senior-level) consultative services while managing the regional program activities related to CPS. The position develops, manages, and evaluates program services, guidelines, procedures, policies, activities and budgets related to the Region. This position will take active leadership in developing comprehensive Child Protective Services practices in the region that best meet the needs of children and families. This position will directly manage staff in the areas of Foster Care and Adoption Eligibility, Accounting, Social Security Income, Permanency Care Assistance, Adoption Subsidy, RMTS, PAL, Kinship, FGDM and administrative staff. This position oversees the Title IV-E stipend student program, serving as the liaison with the Universities, CPS staff and State office. This position also tracks and monitors regional hiring processes including Management Directed Transfers. This position manages office move requests for CPS and CPI in conjunction with HHSC/RAS and ROC. The SPA/ROSA also reviews eMACS for both CPS and CPI staff. The SPA/ROSA serves as the PCG Liaison and is responsible for the recruitment of participants, coordinating support groups and participating in the statewide collaboration group. The SPA/ROSA oversees contracts related to activities for children under DFPS supervision. The position interacts routinely with Texas Department of Family and Protective Services (DFPS) staff including Regional Directors, Program Administrators, Program Directors, CPS State Office, CPI/CPS Division Staff, and field staff.
Essential Job Functions:
*Manages and develops program support staff in the region who perform a variety of support functions for Child Protective Services
*Provides leadership and utilizes appropriate management skills, abilities, and resources in the development and implementation of the agency's goals and objectives for the quality delivery of required program activities and services.
*Manages and develops staff in assigned program area in compliance with the law, administrative policies, and procedures through the review of performance data, consultation, training, and performance appraisal
*Establishes support program goals and objectives and implements policies, rules and regulations.
*Takes initiative, provides critical direction/approval on time sensitive matters, provides guidance on staff development, corrective action and actions regarding extended time and leave requests.
*Ensures communications, responses and reports are completed and issued within required timeframes.
*Consults, develops, and maintains effective working relationships with regional and state office management, regional field staff, CPS/CPI state office program and policy staff, external public and private stakeholders, consumers of child protective services, volunteers, advocates, judges, other social service providers, educational, juvenile justice, workforce development boards and organizations to provide guidance, technical assistance and program subject matter expertise in support of the mission of CPS.
