The Kansas Department of Health and Environment has a SUD/Overdose Prevention Health Systems Manager in Topeka. This position is necessary to continue to provide support and direction to grant administration and community partners in order to continue substance use disorder (SUD) and overdose prevention, stigma reduction, as well as harm reduction work in Kansas health systems. The position prefers an individual with a combination of education and health systems experience to facilitate change at the clinic level through policy, systems and environmental interventions. Lived experience of SUD and long-term recovery preferred. A Bachelor's degree and/or a Master's degree in public health, behavioral health, nursing, social work, or related field is preferred. Experience working in health systems (e.g., hospital, clinic, FQHC, SUD treatment center, other health care facility) is preferred.

Job Responsibilities may include but are not limited to the following:

Strategic Planning and Implementation: The SUD-Overdose Prevention Health Systems Manager is responsible for applying population-based methodologies to establish and report on priorities related to substance use disorder (SUD) and overdose prevention in Kansas. This includes development and implementation of the SUD and overdose prevention state plan. Facilitates activities of multiple advisory councils and committees related to SUD and overdose prevention. Implements strategies and aligns priorities with funder, state and national objectives. This includes review of data on the status of SUD and overdose in Kansas. The position will consult with health systems stakeholders to develop, implement and report on interventions to reduce and prevent SUD and overdose.

Program Development: Leads population-based activities to increase efficiencies and state capacity for SUD and overdose prevention. Builds partnerships to leverage and align resources across health service systems, pharmacies, community-based services and others. Develops appropriate grant applications for funding to efficiently address the need for SUD and overdose prevention as identified through surveillance and evaluation activities. Monitors and interprets grant objectives and policies of funder, state and national decision-makers to ensure consistency. Develops state-level programs to educate consumers and professionals on SUD and overdose prevention.

Program Management: Manages activities and provides support for multiple SUD and overdose prevention grant programs. Prepares or directs the preparation and maintenance of records and reports including contributions by advisory council members and partners and editing for consistency across writing styles. Participates in the program evaluation team and uses evaluation results for program planning, implementation, grants, reports and position papers that will be used by the advisory committee, state agencies, health systems, and legislators. Provides technical assistance to health systems partners and ensures that populations experiencing health disparities are the focus of activities. Monitors vendor progress in meeting deliverables, reports and fiscal processes related to contracts.

Qualifications

Education : High School, GED Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: Two years of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency. Two years of experience working in a health system setting such as a hospital, clinic, FQHC, etc. Preferred Qualifications: Any relevant Kansas licensure including LPN/RN, PA, LAC/LMAC/LCAC, LMSW/LSCSW, etc. Bachelor’s degree in public health, health promotion, health education, nursing, social services, psychology, or related field. Master’s degree in health promotion, health education, community psychology, nursing, social work, or related field. Excellent interpersonal skills Ability to express oneself clearly, both orally and in writing. Demonstrated ability to prepare grant proposals and reports. Strong knowledge of health systems documentation, EHRs, policies/procedures, workflows, regulations, etc. Strong aptitude for leading multi-disciplinary committees and/or providing support to an advisory group or coalition. Experience providing technical assistance to health systems personnel. Proofreading, editing, attention to detail. Word, Excel, PowerPoint, Access.
