Data Analyst IV

Data Analyst IV reports to the Chief Actuary and performs highly advanced (senior level) analysis using Medicaid and CHIP data from managed care programs. The work involves complex data management, acuity research and evaluation analysis as it relates to managed care payments, under minimal direction with extensive latitude for the use of initiative and independent judgment.

The position develops and implements research and analytical procedures using advanced statistical techniques. It conducts interpretation of acuity factors, patterns, trends, and other risk adjustment analysis results to support managed care rate setting process statewide. The analyst also assesses the validity of data, methods and/or procedures for appropriate applications.

The work involves reviewing, modeling, and conducting extensive monitoring and data quality analysis, and presentations of findings to Actuarial Analysis Department, other HHSC sections, Managed Care Organizations (MCOs), contractors and other stakeholders.

The data analyst prepares a variety of internal reports and other deliverables for visualizations. May also collaborate with cross-functional teams within and outside the Agency to study topics relevant to the understanding of managed care organizations' membership acuity. Similarly, performs other duties necessary to achieve the mission of Health and Human Services Commission.
Essential Job Functions:
Conducts acuity and research projects analysis to support managed care payments/capitation rates development.

Work with Actuarial staff to collect or retrieve data from large databases, organize and manage data quality. Queries, compiles, and loads data points using SQL and other query languages into a large database, from a variety of sources to support complex analyses. Determines analysis plans and appropriate statistical techniques to facilitate the analysis of acuity factors developed from the Chronic Illness & Disability Payment System (CDPS) or other diagnostic classification system. Conducts highly advanced analyses and research related to managed care organizations’ membership acuity; summarizes methodology, data, interprets results and other pertinent information. Also monitors research results in both short and long-term and prepare responses to acuity questions from MCOs and other stakeholders (35%).

Reviews and validates acuity factors presented by contractors and interpret the findings to staff and other stakeholders. Interprets results to identify significant differences in data. Identifies and interprets data patterns and trends and assesses data quality. Coordinates with internal and external stakeholders to improve data quality. Consults and provides requirements for the improvement of data collection systems and the methods used to perform data analytics. (25%).

Reports acuity research findings containing analyses of Medicaid/CHIP managed care acuity and other relevant factors to enhance understanding of managed care programs’ costs to actuarial Analysis staff, other HHSC leadership, contractors, MCOs and other stakeholders. Reports recommendations and presentations on acuity analyses results and delivers oral presentations and reports on managed care acuity analyses and data to HHSC Leadership and managed care organizations. (20%).

Provides consultation and technical advice on acuity research methods and techniques to internal and consulting actuarial staff; advises on future data needs and requirements; formulates and monitors long-term research objectives. May provides feedback on the development and implementation of databases, data collection systems, data analytics and other strategies to optimize statistical efficiency and quality (15%).

Conducts other duties as assigned including active participation and/or serving in a supporting role to meet the agency’s obligations. (5%)
Knowledge Skills Abilities:

Knowledge of principles, practices and techniques of database development and structure.
Advanced skill in using SQL and/or other query languages.
Advanced skills in writing and reviewing SAS language including SAS Macros.
Skills in analyzing complex/large data, identifying trends, and recommending opportunities for improvement.
Skills in communicating complex statistical results to both technical and non-technical audiences.
Skills in using MS Office applications, specifically Microsoft Excel.
Skills in reporting tools such as Business Objects, Tableau, and/or others.
Ability to work in a team, establish and maintain effective working relationships with people of diverse expertise.
Ability to interpret, develop, and implement policies and procedures.
Ability to learn new skills to facilitate the mission of the agency.
Ability to develop, interpret and present/report data charts, maps, and Tables.
Ability to exercise independent judgment and show initiative.
Ability to maintain detailed and organized documentation of data analytic projects.
