Deputy Attorneys General, with critical support from criminal special investigators, victim service specialists, paraprofessionals, and administrative staff, prosecute criminal cases, enforce consumer laws, provide counsel to state agencies, ensure the public's access to open government, protect the abused, and much more.

Summary Statement

The Delaware Department of Justice (DOJ) is seeking an exceptional and highly motivated individual to join the Consumer Protection Unit within the Fraud & Consumer Protection Division in the New Castle County office as a Technologist/Administrative Management Analystto help implement and enforce the new Delaware Personal Data Privacy Act. The Consumer Protection Unit has enforcement authority over more than 40 different state and federal laws, with a focus on the Consumer Fraud Act and the Uniform Deceptive Trade Practices Act in Title 6 of the Delaware Code. The Consumer Protection Unit prosecutes civil and administrative cases and conducts multistate investigations in coordination with other states’ attorney general offices. This new position is a unique opportunity to help shape the future of data privacy protection in the First State. On September 11, 2023, Delaware Governor John Carney signed the Delaware Personal Data Privacy Act (DPDPA) into law, placing Delaware at the forefront of states enacting consumer privacy laws. The DPDPA establishes consumers’ personal data rights and provides that residents of Delaware will have the right to know what information is being collected about them, see the information, correct any inaccuracies, or request deletion of their personal data maintained by others. This Technologist will serve as DOJ’s in-house expert to help implement the DPDPA, including defining its parameters through investigatory and other technical support, public education, and enforcement. This position is a unique opportunity to help build upon and expand the Consumer Protection Unit’s privacy work, and the successful candidate will help lead the Attorney General’s advocacy for the privacy rights of Delaware residents. The successful candidate will work as part of the Consumer Protection Unit’s 4-person data privacy team, consisting of two Deputy Attorney Generals, a legal assistant (paralegal), and this technologist position. This position will examine large datasets and design create and test systems to help support the investigation and litigation of violations of the DPDPA, the Consumer Fraud Act, the Computer Security Breaches Act, and other laws. This position will also assist with developing internal processes and procedures for the implementation and enforcement of the DPDPA; and will participate in and contribute to training initiatives related to the DPDPA.

Preferred Qualification

A graduate degree in a quantitative or science field is preferred. Please note: A preference is something the agency is requesting the applicant have knowledge or experience in but will not eliminate the applicant from the qualification process.

Essential Functions

This position will serve as the Consumer Protection Unit's (CPU) data privacy, technology and cybersecurity expert. This entails investigating, understanding, explaining, and summarizing complex data sets to help support CPU’s investigations and litigations. This position will be expected to perform intermediate-level statistical analysis and data science to assist with investigations and enforcement work. This position will support tasks such as drafting subpoenas, reviewing subpoena responses, and participating in calls with our state/federal partners and targets throughout the course of CPU’s investigations and litigations. This position will also perform other duties as assigned.

We are seeking an individual with a strong commitment to working in the public interest and an interest in developing a career in the area of technology and data privacy. The successful candidate should have education, training and/or experience demonstrating competence in each of the following areas: A bachelor’s degree in a quantitative or science field or equivalent experience in computer science, quantitative analysis or data science is required.  Working knowledge of computer programming and data analysis. Strong written and communication skills with the ability to communicate clearly with various stakeholders, opposing parties, and members of the bar and the public. Experience with managing large, complex and dynamic caseloads.
