Principal / Senior Manager, Learning & Development

- Partner the Professional Groups in HSA to regularly review the functional competency frameworks to ensure their relevance.
- Initiate review of the learning policies and frameworks to ensure their continued relevance, where necessary.
- Manage scholarship and professional training programmes to build the talent pipeline for specialist groups of doctors and nurses to support the manpower needs of HSA.
- Organise learning events to promote cross-sharing of work-related/ functional knowledge.
- Partner business units under two of the Groups in HSA to review learning needs of their officers and work with training partners on the curation and design of training curriculum to support the development of the officers.
- Provide advice to officers on the learning policies (for both local and overseas learning) and guide officers on learning-related processes.
- Manage all administrative matters relating to learning programmes, including facilitating the registration of officers for learning programmes, tracking the completion status of compulsory programmes, administering bond and minimum service period requirements for officers and ensuring the accuracy of training reports and records.
- Lead for audit matters relating to learning and development.
- Other projects and duties, as assigned.
Job Requirements:
You should be a self-starter who is passionate about people development and helping colleagues to stay relevant in the workplace through constant skills upgrading.
You should preferably:
1. Possess a tertiary qualification, ideally with specialisation in learning and development.
2. Have at least 5 years of experience in the areas of learning management and administration.
3. Have experience in developing and reviewing learning frameworks and policies, including developing functional competency frameworks.
4. Possess excellent communication, presentation and stakeholder engagement skills, with the ability to influence and collaborate effectively across all levels of the organisation.
5. Have strong organisation and planning skills, is detail-oriented and good with processes.
6. Be proficient in IT. Those with working knowledge of Workday will have an advantage.
7. Be able to work well independently and also contribute effectively as a team player.
