Responsibilities



Work is performed under the direction of the PNFO manager, also known as the Senior CI Officer (SCIO), who sets general priorities and objectives, and provides overall guidance. The Candidate will serve as a Strategic Counterintelligence Analyst, specific duties and functions include, but are not limited to, the following:

Produce and deliver written and oral all-source assessments on the current foreign intelligence, international terrorism, and technology collection threats directed against DOE personnel, resources, information, facilities, and programs. Provide input and products to DOE decision-makers and PNFO program personnel on key trends related to capabilities and intentions of individuals, groups, and governments, including advances and developments that relate to or impact the area of responsibility. Develop and recommend innovative analytic approaches to problems and situations where data is incomplete, controversial, or no precedent exists and validates analytical conclusions by presenting/defending findings. Access, update, and employ available analysis tools and systems, intelligence databases, and other mechanisms for sharing relevant intelligence information. Liaison with IC analysts, local and federal law enforcement, industry, and academia to collaborate and share information, when appropriate and authorized. Develop and present CI awareness training material for laboratory personnel and regional stakeholders in support of the PNFO outreach program. Perform other duties as assigned.
Qualifications

Minimum Qualifications:

BS/BA and 9 years of relevant experience -OR- MS/MA or higher and 7 years of relevant experience

Preferred Qualifications:

Demonstrated experience and evidence of producing written all-source products adhering to Intelligence Community Directive (ICD) 203, Intelligence Community Analytic Standards.

Experience with or solid understanding of USIC, Federal law enforcement, and/or DOE-specific counterintelligence operations, processes, missions, and functions.

Relevant professional certification or training, such as the completion of an IC Agency’s Certified All-Source Analyst Training Program or Intelligence Community Advanced Analyst Program (ICAAP).

Demonstrated ability to write clear, concise text.

Strong verbal presentation skills.

Ability to work well with teams or individually with minimal supervision.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP). 

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.


Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
