Summary

This position is located in the Bureau of Land Management (BLM) Oregon/Washington State Office, Duty Station Negotiable at Selection at any OR/WA BLM State, District, or Field Office.

This position is open to Bureau of Land Management current permanent employees on a competitive appointment and employees that meet Land Management Authority.

Duties

The incumbent serves as the BLM OR/WA State Office Wildlife Habitat Management and Sage-
Grouse Conservation Program Lead in the Bureau of Land Management (BLM) Oregon/Washington State Office (OSO).

Serves as principal advisor and authoritative expert for the State Director, Deputy State Director, district and field managers, and relevant staff in interpreting Department of Interior legal responsibilities under the highly complex 2015 OR/WA Greater Sage-Grouse Approved Resource Management Plan Amendment and associated BLM policy direction and responsibilities under the Bureau's special status species policy.

Provides leadership to ensure that the sage-grouse conservation program and other high priority wildlife species habitat management goals, objectives, and other requirements are included in the development of new or amended land use plans and subsequent environmental assessments.

Reviews plans and recommendations from field offices for program adequacy and compliance with policies, guidelines, and laws, such as the Migratory Bird Treaty Act (MBTA) of 1918, the Bald and Golden Eagle Protection Act (BGEPA) of 1940, the Endangered Species Act (ESA) of 1973, the National Environmental Policy Act (NEPA) of 1976, and the Federal Land Policy and Management Act (FLPMA) of 1976.

Serves as the Oregon/Washington representative on interdisciplinary teams and workgroups at
all levels of the organization and with outside agencies or organizations to develop or revise manuals, handbooks, and policy related to the Wildlife Habitat Management and Sage-Grouse Conservation programs.

Represents the State Director in technical meetings and conferences and for related resource or resource use program issues with other Federal, State, and non-governmental organizations for these programs.

Develops guidance and directives for compiling and coordinating annual work plan (AWP) and budgeting efforts, including, tracking workload accomplishments, entering justifications, and tracking program expenditures. Budget responsibilities include all facets of the AWP development, as well as monitoring budget planning and performance management systems and obtaining and maintaining Program Officer training certification.
